Position Overview

The ESA Service Delivery Program Director is responsible for the service delivery associated with Educational Scholarship Account programs. This includes parent application acceptance and approval, digital wallet account creation, review and approval of payment/reimbursement of proposed student expenses, onboarding and management of service provider network and all aspects of client support. Serves as the key contact for the ACE ESA Executive State Program Directors for matters related to service delivery. Responsible for ensuring that the program is delivered according to agreed contractual terms and is compliant with State law. The ESA Service Delivery Director will ensure that the application intake, scholarship award, fund movement and usage processes stay consistent with internal and external policies. The ESA Service Delivery Program Director will provide management and leadership to the team that is responsible for Service Delivery to the state programs, including subcontractors as required.

Primary Job Roles and Responsibilities

  • Lead development and delivery of highest quality programs in accordance with the mission of ACE Scholarships.
  • Partner with ESA Executive State Program Directors to ensure delivery of services meets the requirements of the contracting State agencies and is 100% compliant with the governing State laws.
  • Drive continual process improvement of service delivery.
  • Be familiar with laws and policies pertaining to programs and stay up to date on changes.
  • Ensure effective communication client support processes are established with families and service providers.
  • Manage subcontracted relationships with technology partners to ensure contractual service level commitments are maintained and that program participants are presented an easy to understand and navigate process .
  • Establish goals, deliverables, timelines, and tasks to execute programs and assignments.
  • Directly supervise the work of all members of the service delivery team across the entire employee lifecycle including but not limited to: Recruitment and hiring, effective onboarding, performance management and ensuring that team members are positioned for success and growing to their potential.
  • Prepare and present reports on program progress against goals.
  • Utilize, assess and refine program delivery systems.
Knowledge, Skills, and Experience Required Include:
  • Bachelors Degree or equivalent work experience
  • Experience leading program project implementation and ongoing service delivery
  • Ability to work under pressure, organize work assignments, set priorities and meet deadlines.
  • Excellent leadership, organizational, communication, and planning skills.
  • Knowledge of and passion for school choice and ACE Scholarship\'s mission.
  • Exceptional interpersonal and communication skills, professional demeanor.

  • Prior experience as an educator or in an education related field is highly desired.
  • Fluent or proficient in Spanish, both written and verbal and/or other, multilingual is highly desired.

Location, travel and Reporting
  • The position will be based in Denver, CO with moderate travel requirements, working primarily in-office, with hybrid flexibility after training period

Exempt

Compensation
Competitive salary of $75,000 - $95,000 and eligible for annual performance bonuses, plus benefit package, including health, dental, vision, STD, LTD insurance; 401(k), with corporate match; plus other benefits.
