Job Description

Under the general direction of the Deputy Director for the Waste Permitting, Compliance and Mitigation Division, the incumbent plans, organizes, and directs the activities and operations of the Permitting and Assistance Branch. The incumbent develops and implements statewide policies and programs related to the State's legislatively mandated regulation of solid waste management facilities, including permitting and inspection of landfills and of waste tire management facilities; develops and implements statewide policies and programs related to administering the LEA training program; and advises the Deputy Director on the development and implementation of departmental policies regarding issues, programs, and priorities affecting CalRecycle line divisions. The Branch Chief also ensures that the Branch effectively participates in interdivisional and Department working groups as needed in achieving program objectives, implementing Strategic Directives, and other high-priority initiatives.



This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.

Beginning July 1, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.
