Description of Work:
This position serves as an internal consultant and project manager for complex, large-scale initiatives for the division. The first two years will focus exclusively on the Statewide Flood Resiliency Blueprint. For the Blueprint, this position is the contract and project manager, working closely with the DEQ Core Blueprint team (Director of Mitigation Services, Senior Policy Advisor in the Secretary\'s Office) and contracted vendor team to develop the first North Carolina Flood Resiliency Blueprint. The Blueprint is to serve as the backbone of the State of North Carolina flood planning process that increases community resiliency. Section 5.9(c) of Session Law 2021-180 directed the NC Department of Environmental Quality (DEQ) to develop a Flood Resiliency Blueprint and provided $20 million to implement that section. The Blueprint is a statewide watershed planning effort to establish a framework and tools to assist local communities in decision-making related to reducing flood risk and increasing resilience.

Key Responsibilities:

  • Provide contract and project management for the development of the North Carolina Flood Resiliency Blueprint for the department.
  • Provide high level technical and professional consultation and leadership on complicated technical and policy related efforts for the division.
Division of Mitigation Services (DMS):
Provides comprehensive mitigation for the State of North Carolina as required under the Clean Water Act. The DEQ division is responsible for providing compensatory mitigation for streams, wetlands, riparian buffers, and nutrients that are unavoidably impacted by development and transportation projects. The division provides cost effect mitigation options through planning, implementation, and disposition of project sites in the 51 cataloging units (watersheds) in the State. DMS manages the development of comprehensive mitigation projects worth approximately $75 million annually. The products produced by this program will facilitate approximately $1.2 billion in statewide infrastructure improvements annually. Failure to provide mitigation can delay or prevent implementation of projects that impact the Waters of the United States resulting in significant hindrance or prohibition of transportation and development projects. The DMS positively influences North Carolina\'s economic growth, environmental protection, flood resiliency and quality of life. The DMS closely coordinates its activities with a number of regulatory agencies and stakeholders including the U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, the Department of the Interior, U.S. Forest Service, Department of Agriculture, North Carolina Wildlife Resource Commission, the North Carolina Department of Environmental Quality Division of Water Resources, Division of Coastal Management and Marine Fisheries, North Carolina Department of Emergency Management, universities, non-governmental and land trust organizations, and mitigation bankers. The staff of the DMS require extensive knowledge of the Clean Water Act, biology, engineering, mitigation, ecosystems, process management, database and information management, measurement and analysis, environmental policy, natural resource economics, and public relations.

Responsible for working with other Divisions, state agencies, local government, academic, federal government partners, private companies and mitigation providers, and private and public stakeholders to develop an innovative Statewide Flood Resiliency Blueprint that will be used to target flood resiliency projects to address flooding challenges throughout the state. Minimum Education and Experience Requirements

Master\'s degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
