Overview

The Department of Environmental Conservation\'s Wastewater Management Program is seeking a section supervisor for its Industrial Pretreatment Section. This position will serve as the State\'s Pretreatment Coordinator, and lead the department\'s work with breweries, dairies, landfills, and other industries to protect Vermont\'s municipal wastewater treatment facilities (WWTFs) and surface waters from harmful wastewater discharges. Vermont is one of five states in the nation to serve as the control authority for wastewater industrial pretreatment, making this a unique opportunity for qualified applicants.

This is a working supervisor position. The duties of this position include:

  • Regulation of businesses discharging wastewater to municipal treatment facilities including permit determinations, permit writing, inspections, and compliance and enforcement.
  • Supervising others doing the same work in the section.
  • Working with municipalities to identify sources of wastewater pollutants and develop limits to protect WWTF capacity.
  • Leading cutting-edge work with emerging contaminants, such as per- and polyfluoroalkyl substances (PFAS).
  • Overseeing annual sampling of permittees.
  • Establishment of rules to implement Vermont\'s pretreatment program.
This dynamic position often requires balancing long-term projects with urgent situations. DEC seeks candidates that are knowledgeable in environmental law, aquatic chemistry/biology, municipal and industrial wastewater treatment processes and lab practices, with strong leadership skills. The successful applicant must be able to interact professionally with business owners, WWTF operators, municipal governments, collaborators and stakeholders, DEC team members, and the general public.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor\'s degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND four (4) or more years of experience in a natural resources field.

OR

Master\'s degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND three (3) or more years of experience in a natural resources field.

OR

Seven (7) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
