Job Description




Performs difficult technical work overseeing the development and implementation of the Enterprise Asset Management Program (AMP). This position will serve as a Project Manager to develop and maintain the AMP Asset Management Systems that supports and optimizes data collection and analysis of water and wastewater which impacts operating and financial performance. The incumbent will build and oversee an effective condition-based assessment program, prepare control strategies to reduce risk and improve asset utilization, determine predictive strategies, perform root cause failure analysis to reduce down time and increase production, build an effective asset risk mitigation program to improve asset reliability with reduced risk at optimized spending and capital investments while maintaining acceptable levels of service. Work is performed under general supervision of the Assistant Director of Utilities - Engineering.

The hiring range for this position is $43.45 to $58.66 per hour.

The full salary range for this position is $43.45 to $73.87 to provide opportunity for growth and development.

Examples of Duties

  • Oversees, directs and supervises the development and implementation of a high-performing utilities Asset Management Program (AMP), which will incorporate a computerized maintenance management system (CMMS);
  • Guides the integration, coordination and communication of AMP strategies, policies and procedures;
  • Collaborates with staff and external parties to clearly identify and communicate the AMP goals, expectations and objectives;
  • Provides management and technical knowledge of asset management programs and practices, and asset management software;
  • Assists in guiding the operation and utilization of the CMMS for planning, scheduling and documenting work activities of field staff with respects to priorities identified by the AMP;
  • Prepares asset management plans to include identifying asset inventory and condition, calculating business risk evaluations, determining asset net present value and life cycle costs, and developing alternatives for cost-effective operation and maintenance and long-term investment;
  • Supports condition assessment of existing assets and improve and enhance capital improvement planning and budgeting;
  • Assists in the development of engineering standards and operational methods that will contribute to the reduction of asset life cycle costs;
  • Works with staff to compile the asset inventory and condition data into a format to allow for engineering analysis of life-cycle costs and business risk evaluation;
  • Develops Asset Performance reporting, including the recommendation and tracking of Key Performance Indicators (KPI\'s), life cycle analysis, asset performance analysis for capital and Operation and Maintenance funding and other analysis required for Operations;
  • Provides data analysis and reporting to support modeling studies, cost estimates, presentations, evaluation of project needs, Board reports, and work plan creation;
  • Develops water and wastewater infrastructure rehabilitation and replacement strategies and programs in consultation with Engineering, Facilities Maintenance and Field Operations staff;
  • Reviews data collection and management practices to identify opportunities for improvements by analyzing current system performance against industry benchmarks to ensure programs align with enterprise and asset management programmatic objectives; and
  • Performs related work as required.
Typical Qualifications
  • Knowledge of modern principles, practices and applications of asset management with specific emphasis on industrial/utility assets;
  • Knowledge of contracts administration;
  • Skilled in organizational and quality assurance management practices as applied to the development, analysis and evaluation of programs, policies, and operational needs of asset management programs;
  • Skilled in the use of a variety of computer equipment and software applications;
  • Ability to communicate technical ideas effectively, both orally and in writing;
  • Ability to understand public procurement, budgeting, and personnel management;
  • Ability to supervise engineering, operational and related activities, prepare and interpret specifications, contract documents, and reports;
  • Ability to plan, direct, coordinate, and supervise the work of professional and sub-professional consulting personnel;
  • Ability to establish and maintain effective working relationships with public officials, contractors, the general public, and other County staff.
Graduation from an accredited college or university with major course work in engineering, computer science, information technology, business or industrial management or a related field is required, along with at least three (3) years of progressively responsible professional experience in the delivery of asset management programs or the equivalent project management experience.

Must possess a valid Virginia Driver\'s License.

A background in water and/or wastewater operations and registration as a Professional Engineer are preferred, but not required.

Supplemental Information

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally. Work requires climbing, balancing, stooping, reaching, standing, walking, lifting, and grasping. Vocal communication is required for expressing or exchanging ideas by means of spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oil.
