Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The AK District is seeking to fill a position located in the Cost Engineering Section. An ideal candidate will have experience in standard construction methods, able to use that knowledge to develop construction cost estimates for Military and Civil Works Projects.

Duties
  • This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-7, 8, 9, 10 grade level. At the full performance, GS-11, the incumbent will:
  • Reviews plans and specifications during the process of preparing estimates.
  • Prepares concept, preliminary and final engineer current working estimates.
  • Prepares Fair Cost Estimates for civil, architectural, mechanical, electrical fire protection, and structural features in projects, which may vary in total project costs from a few thousand to several million dollars.
  • Reviews estimates prepared by contracted architect/engineering firms specializing in estimating for correct format, material prices, labor hours and rates, distributed cost, etc.
  • Maintains Area Cost Factor (ACF II) software system and database used to accurately program facility and infrastructure costs for Military Projects across the Area of Responsibility.

Specialized Experience GS-7: One year of specialized experience which includes assisting with claims analysis and/or cost estimates, or assisting with maintaining software systems and databases used for cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

OR

Education: One full year of graduate level education in a field directly related to the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Specialized Experience GS-8: One year of specialized experience which includes assisting with claims analysis, and preparing cost estimations utilizing the latest scheduling software; or maintaining software system and databases used for cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education: One and a half years of graduate level education in a field directly related to the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.

Specialized Experience GS-9: One year of specialized experience which includes using automated programs to retrieve and/or change existing design documentation or prepare cost estimates for construction projects of conventional and limited scope. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-8).

OR

Education: Two years (i.e., 36 semester hours) of graduate level education or a master\'s degree in a field directly related to the work of the position, such as Engineering, Engineering Technology, or Construction Management, or related field of study. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Specialized Experience GS-10: One year of specialized experience which includes applying engineering techniques in association with the preparation of cost estimates, specifications, and funding requirements for construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

SpecializedExperience GS-11: One year of specialized experience which includes applying engineering techniques in association with the preparation of cost estimates, specifications, and funding requirements for construction projects; and maintaining a construction management system and providing technical support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

GS-10 and GS-11 specialized experience is required. There is no education substitution.
