DEQ has an open opportunity for a Mining Engineer I.

*As of June 1, the salary range will be $54,197 - $94,844

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The Mining Engineer I assists in the management of the statewide implementation of The Mining Act of 1971, including permitting, inspection, enforcement, and education & training of the mining industry and the general public. This position is responsible for implementing mine permit application, enforcement, training, reclamation, and rules review activities personally and through coordination with other employees in Land Quality Program Operations & Regional Operations Sections and other state and federal agencies.

This position requires the ability to walk through rough and uneven terrain and work in inclement weather, noise, dust, fumes, machinery and insects. Position does require travel to and from various project sites and dams.

Key Responsibilities:

  • Reviews applications, completes timely and detailed reviews of engineering plan submittals.
  • Ensures timely and detailed review of engineering drawings and specifications for compliance with Federal and State laws, rules, and policies, and good engineering practices.
  • Performs inspections of sites/facilities regulated under DEMLR\'s Mining Program with overlap in the three other programs: Sedimentation Control, Stormwater, and Dam Safety.
  • Advises and provides engineering guidance, training, and written technical/compliance documentation to staff and clients.
  • Meeting with applicants and their consultants to facilitate project development, design, construction, and ultimately permit approval and site compliance.
The Division of Energy, Mineral, and Land Resources:

The Division of Energy, Mineral and Land Resources (DEMLR) is comprised of two Sections: Land Quality and Geological Survey. For more information:

The Land Quality Section is responsible for the administration of four regulatory programs: Dam Safety Program as authorized by the Dam Safety of 1967, Mining Program as authorized by the Mining Act of 1971, Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by state statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines, dams, sedimentation control for construction sites, and stormwater permits for various activities and refers enforcement cases to the Attorney General\'s Office.

DEMLR is responsible for scheduling, organizing and transcribing minutes of the North Carolina Mining Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.

The N.C. Geological Survey (NCGS) Section\'s mission is to provide unbiased and technically accurate applied earth science scientific information to address societal needs. This includes geologic maps, mineral resource and geochemical information, topographic maps and digital products, and earth science education initiatives. The NCGS "...examines, surveys, and maps the geology, mineral resources, and topography of the state" and

encourages the wise conservation and use of geologic resources by industry, commerce, agriculture and government agencies for the general welfare of the citizens of North Carolina. The results of the NCGS research are documented in Bulletins, Open File Reports, Information Circulars, Special Publications, and Geologic Map Series. The NCGS along with DEMLR provide staff to the Oil and Gas Commission.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Ability to apply the basic engineering concepts, practices, and theories involved in the design, development, review, permitting, and/or operations of projects/sites and their potential environmental and safety impacts as they relate to mining.
  • Ability to review engineering/technical plans and/or data for completeness, compatibility, compliance with engineering principles, standards, codes or design needs.
  • Ability to communicate, both verbally and in written form, with people such as the general public, environmental contacts, public officials, and other similar personnel.
Minimum Education and Experience Requirements

Bachelor\'s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.

"Equivalent combination of education and experience" is defined as North Carolina certification as an Engineer In Training (EIT), Engineer Intern (EI), or Fundamentals of Engineering (FE) or North Carolina licensure as a Professional Engineer (PE)* (To be considered for this position with one of these: Engineer In Training (EIT), Engineer Intern (EI), Fundamentals of Engineering (FE) and Professional Engineers (PE), you must enter their certification/license number under the Certification and Licensure section of the application.)

*Senior Engineering students with an anticipated graduation date will be considered. Job offers will be contingent upon completion of their degree.
