The State of New Hampshire, Department of Safety, Division of Homeland Security and Emergency Management has a full-time vacancy Emergency Management Planning Specialist (Program Planner II), SOC 13-1110 MANAGEMENT ANALYSTS-2. This position has a 37.5 hour work week and is considered non-exempt.





SUMMARY:



Responsible for coordinating, developing and revising all Emergency Management Planning with local, state and federal, private sector agencies in preparing for, responding to, and recovering from, terrorist, natural, manmade and other disasters.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.



MINIMUM QUALIFICATIONS:



Education/Experience:

Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in Crisis Management, incident response, homeland security, business or public administration, planning, training, or a related field.



License/Certification:

Valid driver's license or access to transportation



Other Requirements:



1.

Must undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.



2.

Must be available for an occasional extended and/or flexible schedule, to include nights and weekends, and may be required to report for work with little notice during activation of the State Emergency Operations Center, or as otherwise determined by the Division of Homeland Security and Emergency Management/Department of Safety administration.



3.

Must carry a Department-issued cell phone or other mobile notification device.



Trainee Option:

Candidates with an equivalent combination of 4+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position.



PREFFERED QUALIFICATIONS



Planning and project management experience



RESPONSIBILITIES



Coordinates the regular updates of the State Emergency Operations Plan, Commodities, and Recovery Annexes, Hazard Mitigation Plans and State Continuity of Operations and Government Plans as well as other plans/annexes as applicable. Analyzes and interprets emergency management plans and procedures and devises plan revisions or implementation.



Develops and maintains standard operating procedures and/or guidelines for the Section and Division as they relate to Emergency Management Plans; ensures that policies and procedures are followed in compliance with FEMA grants.



Gathers data and research to assist in the development of the yearly FEMA mandated State Preparedness Report, and Threat and Hazard Identification and Risk Assessment; presents this information to administrative-level managers for review and use in emergency management program planning and for expansion of federal funding.



Coordinates with federal, state, and community officials in the development of action plans pertaining to special events and incidents; monitors the development and evaluation of program services to ensure all program planning requirements are met.



Researches planning data and reports, procedural and policy announcements for use in the various plans and programs for which HSEM is responsible.



Develops and maintains a close working relationship with State agencies and municipalities, with an emphasis on customer service.



Coordinates and consults with other state and local officials regarding existing and proposed programs, activities, and projects.
