Early Start West Hartford
Local Governance Partner (LGP) to deliver services and activities for children birth to 5, supervise the Parent Ambassador(s), and monitor Early Start Connecticut (ESCT) programs to support and enhance quality and compliance.
General Description
Early Start West Hartford (LGP) is the community's early childhood hub that builds strong relationships and trusted partnerships with families, providers, and the broader community. It is a place where families and community members can help create a plan to support the needs of families and children from birth to five years old. Early Start West Hartford is made up of four (4) distinct parts: Fiduciary, Liaison, Parent Ambassadors and Community Table that work closely together.
Roles and Responsibilities include, but are not limited to, the following:
General
+ Serve as a connector for parents, providers, and partners to local resources and LGP efforts.
+ Develop and enhance family-centered programming and strategies by holding community events to connect with families and implementing strategies within early childhood programs to increase parent participation in their child's learning and development.
+ Help families navigate the early childhood systems and build functional ECE networks.
+ Assist community and child care providers to participate in OEC opportunities through proactive outreach and coordinated communication, explaining processes, and helping providers access and apply for available services and resources.
+ Lead coordination efforts to complete a
Local Needs Assessment
with support from OEC to create a Community Action Plan.
+ Participate in monthly Community of Practice (CoP) virtual meetings with all LGPs to promote shared learning and collaboration between LGPs and participate in quarterly CoP in-person meetings.
+ Monitoring communications, including website functionality and content.
Community Table
+ Serve as the lead contact person at the local level for LGP efforts and Community Table members.
+ Coordinate and provide strategic direction for LGP Community Table activities and efforts.
+ Facilitate participation of the LGP Community Table, by early childhood stakeholders convening at least six (6) times each year.
+ Create intentional space for families at LGP Community Table meetings by scheduling at times that are convenient for parents and Parent Ambassadors and creating agendas that prioritize family engagement.
+ Enter into written membership agreements with Community Table members that outlines the goals, objectives and serves as the framework for mutual expectations and cooperation.
+ Maintain an up-to-date list of LGP Community Table members.
Parent Ambassadors
+ Recruit and supervise at least two (2) Parent Ambassadors who will act as trustworthy messengers to families. Supervision meetings shall occur every other week in person.
Early Start Programs
+ Lead quality improvement coordination and implementation through monitoring Early Start Programs:
- Visiting ESCT programs at a minimum two (2) times during the Contract year to assure compliance with OEC General Policies using a standardized template provided by OEC with input from the field.
- Connecting all community providers to existing OEC resources, including but not limited to, quality improvement efforts, professional development offerings, Elevate, scholarships, and national accreditation resources in support of OEC recognized accreditation systems through NAFCC and NAEYC.
+ Offer technical assistance, coaching and professional development opportunities informed by compliance monitoring to meet the unique needs of all providers and the community.
Coordinate with Fiduciary
+ Assist Fiduciary in receiving and delivering communication between Shine and OEC;
+ Meet as requested with Shine to support implementation of LGP activities;
+ Complete programmatic, financial and outcome reporting in conjunction with fiduciary for SHINE as stated.
+ Meet quarterly with an administrator from Fiduciary to review ongoing plans and budget expenditures.
Terms of Employment:
+ Part-time employment, flexible schedule based on meeting needs and provider schedules, some evenings or weekends required.
+ For the period of November 1, 2025 through June 2027.
+ Stipend $50./hour, anticipated 20 hours/week as an independent contractor.
+ 100% grant funded; Anticipate potential for continued employment in subsequent fiscal years.
Knowledge, Skills & Abilities:
+ Knowledge of West Hartford community
+ Knowledge of the needs of families with young children.
+ Strong ability to communicate with people of diverse backgrounds and family structures.
+ Ability to travel to different locations throughout the community.
+ Ability to work independently.
Qualifications:
+ Degree in early childhood education, social work, or school administration, desirable.
+ Strong organizational, communication, and leadership skills
+ Ability to collaborate with individuals and teams and build a positive work culture
+ Comfortable with technology and assorted software including Google, Canva, Smore, etc.
+ Bilingual or multilingual skills are a plus.
