Responsibilities

Performs duties and responsibilities that include, but are not limited to:

  • Ongoing Strategic Development and Industry Engagement
  • In collaboration with the Chief of Staff, initiate and maintain Federal IT growth in alignment with the corporate strategy.
  • Establish and maintain the corporate Strategic Plan for federal IT growth.
  • Provide market research and identify opportunities for growth and strategic partnerships in our federal IT line.
  • Maintain awareness of federal IT industry trends and opportunities.
  • Provide expert content to marketing, public relations, and media.
  • Serve as Subject Matter Expert (SME) on the full portfolio of AM\xe2\x80\x99s federal IT line.
  • Collaborate with various AM teams to provide support throughout the capture process, including reviewing and providing insights for task order proposals.
  • Educate and train staff to ensure they can effectively communicate to current customers and potential new customers on the scope, value, and benefits of the CIO-SP4 GWAC.
  • Promotes the CIO-SP4 contract to the Federal Government through participation in trade shows, conferences, and other meetings where the Federal Government has a significant presence.
  • Ensures Joint Venture markets of the CIO-SP4 contract by coordinating within any Joint Venture to promote CIO-SP4 through advertising, utilization of the CIO-SP4 logo, and dissemination of CIO-SP4 marketing materials.
  • Works with any Joint Venture prime and subcontractor contract staff to support compliance with CIO-SP4 labor schedules and all CIO-SP4 terms and conditions.
  • Ensures any Joint Venture is meeting contractual reporting requirements for both the CIO-SP4 master contract and Joint Venture CIO-SP4 task orders.
  • Works with and supports any Joint Venture task order project directors on all projects awarded under CIO-SP4 mechanism.
  • Attend CIO-SP4 Industry meetings, Program Management Review meetings, conferences, and training.
  • Participate in organizations to further enhance knowledge of Government processes, furthering any Joint Venture ability to maintain a competitive position in the CIO-SP4 marketplace.
  • Maintain a highly effective working relationship within all levels of NITAAC and work within AM\xe2\x80\x99s corporate team and leadership to target new Federal agencies utilizing the CIO-SP4 GWAC.
  • Develop a solid understanding of the CIO-SP4 competitive landscape across all contract award groups, including Other than Small Businesses, Small Business, 8a Business, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business and HUBZone Business awardees.
Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Excellent interpersonal, verbal, and written communication skills with the ability to communicate with a broad range of technical and non-technical staff and to teaming partners and Federal agency personnel.
  • Robust creative drive and ability to generate new ideas and innovative solutions.
  • Ability to prioritize effectively and work in a fast-paced environment.
  • Excellent organizational skills with a keen attention to detail.
  • Critical thinking and sound judgment required.
  • Formulate and define the scope and objectives for diverse task order portfolio requirements of complex initiatives that span one or multiple lines of business within an IDIQ master contract.
  • Understand interdependencies between technology, operations, and business needs.
  • Successful experience working, collaborating, and establishing credibility and relationships with senior leadership, colleagues, and Federal clients.
  • Demonstrated experience acquiring large Federal contracts in the Federal contracting space.
MINIMUM QUALIFICATIONS:
  • Candidates must have prior experience working with NITAAC (NIH Information Technology Acquisition and Assessment Center) and/or GSA (U.S. General Services Administration) in the ongoing acquisition and active administration of GWACs (Government-wide Acquisition Contracts), IDIQ (Indefinite Delivery, Indefinite Quantity) contracts, or MASs (Multiple Award Schedules) to be considered for this opportunity. Strong preference will be given to those candidates with prior CIO-SP3 program management experience.
  • Master\xe2\x80\x99s degree in a business or a technical discipline
  • Minimum of 20 years working within the Federal Government Contracting Community, or working as a Contracting Officer (CO), or as Contracting Officer Representative (COR), within a government agency, institute, or department
  • Minimum of 15 years in Business Development, Capture Management, or Senior Program Management
  • Prior experience working with NITAAC or GSA in the administration of GWACs or IDIQs is required.
  • Strong working relationships within the US Department of Health and Human Services (HHS) and other Federal agencies.
PREFERRED EXPERIENCE:
  • Project Manager Professional (PMP) certification
  • Government IAM Level III certification
  • ITIL certification
TECHNICAL REQUIREMENTS:
  • Must have a quiet, dedicated workspace.
  • User-provided home high-speed network connection.
  • Experience using Google Workspace.
  • Ability to utilize Mac with Mac OS (Ventura) 13.0 or newer, including antivirus protection.

TRAVEL REQUIREMENTS:
  • Remote, but with travel required within the Washington, DC Metropolitan area. Candidates already local to the Washington, DC area are highly desired.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:

THE COMPENSATION FOR THIS ROLE IS $168,950 to $183,950 Annually. The AM LLC pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities
