General Purpose
The Digital Records Technician performs technical and administrative law enforcement work and tasks related to the control, release and disposition of digital records and evidence media created by department personnel, and body-worn and in-vehicle camera systems to be preserved as criminal justice records and/or evidence for the Commerce City Police Department. Work involves the management of all digital records and evidence media, and inventory maintenance.

The hiring range for this position is $22.56 - $28.20 / hourly ; $46,920 - $58,651 / annually.
Essential Duties & Responsibilities
  • Understands and interprets open records laws as it pertains to the Colorado Criminal Justice Records Act (CCJRA), and Colorado municipal records retention laws and guidelines.
  • Maintains confidentiality of information consistent with applicable federal, state and City laws, ordinances, rules and regulations.
  • Receives and retains inventory, storage and retention of digital records and evidence media.
  • Audits digital records and evidence media to ensure proper categorization and retention.
  • Catalogues, copies, reproduces, redacts, cuts, dubs and distributes digital records and evidence media using computer software and web applications in accordance with Department policies and procedures, the Colorado Criminal Justice Records Act (CCJRA), and the Colorado Municipal Records Retention rules and regulations.
  • Receives and processes written, electronic and telephone requests for the release of criminal justice records.
  • Publishes records and digital media through the e-portal to the District Attorney\'s office as case discovery.
  • Electronically enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, or other computer programs.
  • Prioritizes work tasks to ensure operational efficiency and compliance with policies, procedures, regulations and public records laws.
  • Assists prosecutors and attorneys with the review and examination of digital records and evidence media, in accordance with department policies and procedures.
  • Provides technical support to department personnel, attorneys and community members in the review of released or transferred digital media.
  • Performs administrative duties and compiles data for periodic reports of digital media inventory, ensuring completion by specified deadlines and in accordance with established goals and objectives.
  • Instructs and assists department members in the use of body worn cameras, uploading and storage of digital media records and evidence. Monitors and initiates digital media disposition upon review of court disposition orders, statutes of limitations and records retention policies.
  • Testifies in criminal or civil court or other public hearings to verify the integrity of digital records and evidentiary media collected or protocols followed for collection and redaction in order to authenticate such media.

Minimum Qualifications

Must be 21 years of age. High school diploma or GED required; Bachelor\'s degree in computer science or field related to law enforcement preferred. Minimum of two years\' experience in a customer service, general clerical or records processing/filing position and two year\'s computer experience in data entry or retrieval, copying digital media, data management or information technology. Former law enforcement or crime analyst experience is preferred. Must qualify for FBI certification to access the Criminal Justice Information System; qualification includes no felony conviction of any kind. An equivalent combination of training and experience that provides the required knowledge, skills and abilities may be considered. Must possess a valid Colorado driver\'s license with a good driving record. Ability to obtain certifications in CCIC/NCIC and CIJS within 12 months of hire.

  • Physical Activities: Sits for long periods of time; light physical activity that may include walking, running, sitting, standing, stooping, bending, reaching, lifting & carrying
  • Lifting: Ability to lift, carry, and exert up to 40 pounds
  • Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquires
  • Exposure to Environmental Conditions: Position generally works in an office setting with overhead lighting and long periods of screen time. May be exposed to heat, cold, odors, toxic agents, noise, vibrations, smoke, wetness, humidity, dusts, disease, weapons, explosives, bodily fluids, intense light, electrical currents, or violence
  • Schedule: Position generally works a non-traditional schedule. May require weekend, evening and holiday work. May be required to be available for on-call duty, attendance at off-site meetings and after-hours events
