Duties

The Digital Media Specialist acts in a leadership manner interacting at the highest levels of the Agency with respect to the planning, development and use of social media tools. The Specialist supports the Agency by creating digital media content across a wide variety of social media platforms, including Twitter, Facebook, LinkedIn, Instagram, and others. This position primarily handles the social media content for the FCC, and the account representing the Office of the Chairwoman, and provides expert advice in the overall graphic design elements of the Commission\'s website and online elements produced by the Commission. The Digital Media Specialist establishes best practices and business cases for the use of new and existing social media tools, and researches, evaluates, and recommends which technologies can best help the Commission communicate online messaging to meet its mission. This position develops standards, guidelines and protocols for the design, production and delivery of social media programs that are fully compliant with federal accessibility standards; and develops and writes a variety of informational materials (e.g. reports, web content, briefing papers, etc.) for management describing the status of the FCC\'s digital media footprint. The Specialist creates successful campaigns using a variety of methods and techniques such as blogs/notes, Facebook, Twitter and other social media tools, and executes such outreach campaigns accurately and efficiently, developing strong relationship with external and internal customers through effective and consistent communication. Develops and maintains standards and work processes to ensure that digital strategy and social media programs and delivery strategies are utilized effectively and efficiently. Researches potential new media technologies for the agency to consider when expanding their social media presence. Plans outreach and development days centered on new media technology and digital strategy of the agency. Creates an efficient means of archiving social media content to meet the requirements of the National Archives and Records Management Association. The Specialist also develops, implements and interprets guidelines used by other Federal
agencies involved in innovating web design and use of social media tools, and represents the FCC in federal government working groups.

This position requires a daily tour of duty of 8:30am to 5pm, with occasional weekend work during hurricane season to support the promotion of content related to the Disaster Information Reporting system, with exceptions granted in cases of emergencies, illness, or other types of leave planned in advance and coordinated through the Director/Deputy Director. Outside of emergencies, this position is expected to be on duty during Open Commission Meetings and \xe2\x80\x9cWhite Copy\xe2\x80\x9d (the day three weeks prior to the Open Meeting at which time the meeting\xe2\x80\x99s tentative agenda is released) days. Qualifications


Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement. Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. Specialized Experience GS-13 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-12 level in the Federal service. Specialized experience is defined as follows:

1. Experience creating digital media content across a wide variety of social media platforms, including Twitter, Facebook, LinkedIn, Instagram, and others for government agencies or other external-facing public accounts.
2. Experience providing expert advice on the overall graphic design elements of an organization\'s website and online elements.
3. Experience creating successful campaigns using a variety of methods and techniques such as blogs/notes, Facebook, Twitter and other social media tools.
4. Experience providing expert advice, guidance, and recommendations to management and other technical staff on social media issues and making decisions or recommendations that influence web-based solutions and products that represent and communicate the mission of an organization to the larger public.   • Mastery of, and skill in applying the principles, practices, procedures, methods for producing content using a variety of platforms for government agencies or other external-facing public accounts.

As this position is being advertised under DEU and Merit Promotion hiring procedures, applicants will be rated on the extent and quality of experience and education relevant to the duties of the position using the hiring procedures outlined below. How You Will Be Evaluated-DEU Hiring Procedures The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories: 1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria; 2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and 3.
