The Deputy Superintendent supports the Superintendent in leading and managing the district's instructional, operational, financial, and personnel functions. The Deputy Superintendent will oversee curriculum and instruction, administrative services, and personnel and pupil services, ensuring alignment with district goals and compliance with state and federal regulations.

Qualifications:



+ Hold a West Virginia Professional Administrative Certificate.
+ Hold a master's degree in educational administration/leadership studies or related field.
+ Has a minimum of five years of school and/or district administrative experience.
+ Has a master's plus 30 salary classification.
+ Has demonstrated leadership, organizational, communication, and supervisory skills.
+ Has general knowledge of personnel, certification, Title IX laws, curriculum development, and WVEIS.

Responsibilities:

The Deputy Superintendent shall have the following responsibilities and duties.

Instructional Leadership Oversight

+ Assist the Superintendent in providing instructional leadership for the district.


+ Support the Superintendent in supervising curriculum directors and instructional programs.


+ Assist with textbook adoptions, Step 7 proposals, and instructional budgets.


+ Collaborate on professional development and continuing education initiatives.


+ Support implementation of instructional goals and assist with on-site review preparation.


+ Assist in directing programs including adult education, early/middle/secondary education, vocational/technical education, and summer school programming.


+ Support the Superintendent in representing the district at regional and state instructional meetings.


Administrative Services Oversight

+ Assist in overseeing transportation, maintenance, food service, athletics, and energy/safety programs.


+ Support compliance efforts with state standards for transportation and school bus operations.


+ Assist with school bus route planning and operator training.


+ Support the facilitation of maintenance and construction of school facilities.


+ Assist in liaising with regulatory agencies (e.g., Health Department, EPA, USDA, Fire Marshall).


+ Support coordination of summer work programs and assist in supervising service directors.


Personnel & Pupil Services Oversight

+ Assist in developing and administering personnel policies and procedures.


+ Support supervision of attendance and substance education programs.


+ Assist in ensuring proper licensure and certification of all personnel.


+ Support maintenance of personnel records and assist with leave, dismissal, and suspension processes.


+ Assist in coordinating internship programs for beginning teachers and principals.


+ Support administration of the substitute employee program and assist in supervising personnel secretaries.


+ Assist the Superintendent in Title IX coordination and Level II hearing officer responsibilities.


+ Support maintenance and updates of employee handbooks and job descriptions.


+ Assist in monitoring and updating county policies in accordance with legislation and WVDE regulations.


Financial Oversight

+ Assist the Superintendent in overseeing the financial operations of the district.


+ Support the development and administration of the annual budget in collaboration with the Treasurer and Assistant Treasurer.


+ Assist in monitoring budgetary control and recommending transfers as needed.


+ Support the preparation and review of financial reports, levy estimates, and cost accounting for capital projects.


+ Collaborate with the Treasurer and Assistant Treasurer to ensure compliance with state and federal financial regulations.


+ Assist in planning long and short-term financing strategies, including debt service and capital fund management.


+ Support efforts to secure funding from federal, state, and private sources.


+ Assist in supervising financial practices related to payroll, purchasing, and inventory control.


+ Support the Superintendent in maintaining financial transparency and accountability across departments.


General Leadership

+ Support strategic direction and leadership across departments.


+ Assist in analyzing data to inform decision-making and goal setting.


+ Support efforts to foster collaboration and consensus among stakeholders.


+ Assist in communicating effectively with staff, families, and community partners.


+ Demonstrate professional work habits and engage in ongoing professional development.


+ Carry out other duties as assigned by the Superintendent.
