HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams\xe2\x80\x99 comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion\xe2\x80\x94the largest in the city\xe2\x80\x99s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City\xe2\x80\x99s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.



Your Team:

The Office of External Affairs manages and support the agencies intergovernmental and communications work. The office includes our legislative affairs, City Council land use engagement, in addition to press, digital and strategic communications. The office works closely with the Commissioner\xe2\x80\x99s office and supports almost all aspects of the agency\xe2\x80\x99s mission, goals, and work.

Your Roles & Responsibilities:

  • Work with agency program staff to identify policy and planning goals and develop public engagement strategies or campaigns to support those goals by mobilizing relevant stakeholders
  • Coordinate with program staff or other government partners to mobilize stakeholder for community engagement workshops, public hearings, etc.
  • Cultivate and maintain relationships with external stakeholders on the local, state, and federal levels
  • Track the advocacy and policy platforms of key external stakeholders
  • Ensure external contacts are organized by stakeholder type and geography, so they can be utilized for both planning and policy objectives
  • Respond to external requests for agency support and feedback


Minimum Qual Requirements




1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or

2. Education and/or experience equivalent to "1", including part-time and/or volunteer experience.

Preferred Skills




  • Thorough knowledge of New York City government and housing issues
  • Strong interpersonal skills, with the ability to manage multiple relationships
  • Successful experience working with community boards, civic associations, and neighborhood groups
  • Experience working with interagency partners
  • Demonstrated ability to meet deadlines, keep work organized and manage multiple projects in a timely manner
  • Experience with community-based planning or neighborhood development issues
  • Ability to work independently, take initiative, and work effectively with others
  • Candidates with master\xe2\x80\x99s degrees in urban planning, urban design/architecture, public administration or business administration with a focus in real estate finance and development are strongly preferred

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
