Our ideal candidate is a highly experienced IT professional with a strong background in providing technical and customer support for databases. Our ideal candidate is skilled in responding to service requests, change requests, and incidents, as well as coordinating scheduling, tracking, and communication. Our ideal candidate is adept at incident response and outage notification and is able to effectively interact with vendors to diagnose, troubleshoot, and maintain products based on defined service levels.

Our ideal candidate is relied upon to maintain and manage the enterprise database systems. Our ideal candidate has the authority to make decisions as necessary to maintain and execute established policies and procedures in relation to the database environment. Our ideal candidate is skilled in devising methods and processes to analyze/evaluate problems that require deviation from routine or available solutions for resolution.

Note: The salary listed for this job includes the Legislative approved four percent general wage increase for state employees effective as of July 1, 2023.

Duties

This senior professional position provides technical leadership in the ITSD/Application Services/Database Administration group, independently handling high-risk, high-profile data management initiatives. The incumbent architects, designs, maintains and monitors enterprise database systems, and may establish/enforce database development standards. They will serve as a lead on large-scale database systems and/or projects having agency-wide impact, as well as providing consulting services for ESD staff on database querying and performance techniques.

Some of your duties may include:

  • Deploy databases.
  • Modify database through execution of scripts; evaluate impact of changes to database.
  • Monitor and manage database environments, including:
  • Performance management
  • Job scheduling and sequencing
  • Installing and configuring
  • SQL Server Patching
  • Capacity planning
  • Meet with customers to understand and document their needs.
  • Establish performance baselines and request appropriate resources to meet demands.
  • Monitor trends in resource utilization and plan for future requirements.
  • Manage and support SQL Cluster configuration.
  • Implement security controls: make sure access permissions to data are accurate; apply database and data transmission encryption.
  • Provide agency database Technical & Customer Support
  • Respond to service requests, change requests and incidents.
  • Vendor interactions - diagnose, troubleshoot, and maintain products based on defined service levels.
  • Lead on issues requiring multiple discipline support.
  • Ensuring agency database systems and process meet agency and legal security requirements.
  • Write and update technical documentation.
  • Remaining current with RCW, WAC changes and new laws, policies, etc. that are applicable to job duties.
Qualifications

Bachelor\'s degree in computer science or closely related field and seven (7) years of IT experience performing MSSQL database administration.

OR

Associate\'s degree in computer science or closely related field and five (5) years of IT experience performing MSSQL database administration.

OR

A combination of eleven (11) years of education and/or relevant IT experience

AND
  • Seven (7) years of experience with SQL Server database management systems administration.
  • Seven (7) years of experience perform tuning of T-SQL and/or ANSI SQL.
Desired Experience or Competencies:
  • Microsoft SQL Certification
  • Five (5) years of experience with Microsoft Azure Database Administration
  • Five (5) years of experience with cloud ETL and data warehouse tools such as Azure Synapse, Azure Data Factory, Snowflake, WhereScape RED, Matillion.
  • Five (5) years of experience as a project manager, managing large scale software development projects utilizing Azure DevOps.
Five (5) years of experience analyzing requirements across multiple IT job families and providing technical solutions vital to ESD\'s payment and tax collection systems.

Additional Requirement of Employment:
  • Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
  • This position has access to federal tax information and therefore, per RCW 41.04.821 and the IRS publication 1075, is required to have a criminal history record check through the Washington State Patrol and the Federal Bureau of Investigation.
