GENERAL DESCRIPTION:

The Wyoming Department of Transportation is seeking a Geographic Information Systems/Intelligent Transportation Systems (GIS/ITS) Development Supervisor. This position supervises the GIS/ITS development team and acts as a working supervisor with knowledge of all systems and an ability to step in and assist with design, troubleshooting, and operational issues. This job is focused on the GIS, pre-trip, roadside, and in-vehicle information systems that keep the public safe by providing regulatory and advisory travel information.

Cheyenne is a steadily growing community along the Front Range but still true to the history of the Old West. The city offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Cheyenne also is home to the "Daddy of \'em All" - Cheyenne Frontier Days - held every last week of July. Wyoming is one of only seven states with no state income tax.

Manages and directs all work activities.

Provides strategic oversight, recommendations, control, and management for all GIS and Intelligent Transportation Systems (GIS/ITS) issues

Develops and manages teams including hiring, education, training, and performance management.

Responsible for strategic planning, design, development, implementation, maintenance, security, and support of the GIS/ITS infrastructure and all related systems.

Provide evaluations and recommendations to all levels of agency management on issues related to intelligent transportation systems and device security.

Compiles, analyzes performance, monitors, and controls expenditures from an agency-wide GIS budget.

Makes hiring, firing, and discipline recommendations; directs, supervises, and delegates supervision to subordinate supervisors or employees.

Participates in various state government and national committees and subcommittees;

Acts as liaison to various state and local government committees and the public regarding GIS/ITS issues.

Ensures standard service delivery processes are in place, maintained, and followed.

Participates in agency and statewide GIS/ITS planning and procurement activities

Provides technical and administrative project management of large agency-wide GIS/ITS projects.

Provides oversight of all GIS/ITS projects including project planning, scheduling, budgeting, technical oversight, and review.

Writes RFPs and contracts for ITS projects as well as purchases of new software applications and upgrades.

Qualifications

PREFERENCES:

Preference will be given to candidates with a Master\'s degree in computer science, engineering (intelligent transportation systems or traffic design), computer management, management information systems, business administration, or a related field OR six years of work experience in a technical branch of information technology with a strong foundation in intelligent transportation systems integration.

KNOWLEDGE:

Knowledge of GIS and ITS project management including project planning, applications development, system requirements, and the creation of products and services.

In-depth knowledge of Microsoft SQL, Postgres, and Oracle database management systems and advanced skills in the standard query language.

In-depth knowledge of Cisco firewall technologies and security practices for remote field devices

In-depth knowledge of connected vehicle technologies using security credentialing management systems and cellular-to-vehicle technologies.

In-depth knowledge of National Transportation Communications for Intelligent Transportation Protocol (NTCIP) and TCP/IP.

In-depth knowledge of Microsoft and Ubuntu operating systems and relevant hypervisor technologies (Hyper-V, KVM, and LXD)

Knowledge of Esri desktop and server products such as ArcGIS Online, ArcGIS Pro, ArcGIS Desktop, Roads and Highways, ArcGIS Portal, and ArcGIS Server

MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Computer Technology)

Experience:

1-3 years of progressive work experience (typically in Computer Technology)

OR

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Computer Technology)
