Under general supervision, the Courier is primarily responsible for distributing and transporting mail, packages and documents for the Harris County Toll Road Authority (HCTRA), to include the Administration Office, various satellite locations, Harris County Commissioners Court Offices, Harris County departments and occasionally locations outside their normal daily delivery route while following assigned delivery routes and time schedules unless otherwise instructed. Deliveries may include confidential and/or time-sensitive documents requiring confirmation of delivery, careful, and professional handling. The role involves loading, unloading, preparing, and safely operating an assigned HCTRA vehicle. Depending on operational needs, the courier may drive approximately 2,400 or more miles per month, subject to change.



The Courier must have knowledge of route planning, possess strong navigation and time management skills, and demonstrate professionalism and reliability to ensure smooth internal operations and reinforce the agency's commitment to dependable, high-quality service.



Duties and Responsibilities:



The incumbent is responsible for executing the duties and responsibilities listed below and other duties as assigned. Some positions may require working before, during, or after an emergency or disaster at the department's discretion.



Fulfills secure, professional delivery of mail, packages, and time-sensitive and confidential materials for the Harris County Toll Road Authority (HCTRA), across 77+ facilities, ), as well as to Harris County Commissioners Court Offices, Harris County departments and occasionally locations outside normal daily delivery route. Ensures chain-of-custody integrity and delivery verification procedures are followed to support organizational compliance and minimize risk exposure. Independently analyzes and adjusts delivery routes to maximize efficiency, minimize downtime, and maintain schedule adherence under changing conditions. Provides real-time solutions for urgent transport needs and route disruptions to support uninterrupted agency operations. Functions as a critical liaison between all HCTRA's locations and the HCTRA Distribution Center, coordinating delivery and transfer of large-scale office and janitorial supply orders. Operates an assigned HCTRA vehicle in full compliance with safety regulations and organizational protocols. Performs pre/post-trip inspections, reports mechanical issues promptly, and upholds transportation standards to ensure safe delivery of goods and personnel accountability.

Requirements

Education and Experience:



High school diploma or equivalent

Two to five (2-5) years of experience of independently managing assigned routes; ensuring timely, secure delivery of time-sensitive and confidential materials.

Valid Class C Texas Driver License

Must pass a Motor Vehicle Record (MVR) check



Knowledge, Skills, and Abilities:



Ability to safely operate standard vehicles (Class C). Strong route planning and time management to optimize package delivery times and efficiency. In-depth knowledge of travel routes throughout Houston, unincorporated Harris County, and the Greater Houston Metropolitan area. Experience using GPS navigation systems and digital mapping tools. Exceptional customer service and interpersonal skills. Ability to demonstrate professionalism, reliability, punctuality, and work both independently and collaboratively. Proficient communication, both verbal and written.

Physical Demands:



Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Position Type and Typical Hours Work:



This is a full-time position. Typical workdays are Monday through Friday, with hours that may vary. Night, weekend, and holiday work may be required based on business needs

Work Environment:



Work in an outdoor environment with possible exposure to inclement weather changes, temperature changes, as well as exposure to loud noises.
