Job Description


This position acts as the primary code administration and enforcement specialist for the Construction Site Erosion Control, Storm Water Management and Non-Metallic Mining Reclamation Ordinances in the County. Assist with administration of the Animal Waste Management Ordinance. The position is also responsible for general assistance with the implementation of agricultural soil and water conservation practices in the county including compliance matters associated Wisconsin Admin. Code NR 151.

40%- Acts as the primary contact for the Construction Site Erosion Control and Storm Water Management Ordinances for the Land Conservation Department. Corresponds with landowners, contractors and others to discuss general and specific requirements of the county ordinances or state statutes. Review permit applications, issue permits, monitor compliance and initiate enforcement action where necessary. Provide guidance and direction to other staff assisting in ordinance administration.

25%-Provide general technical and regulatory knowledge and experience related to the identification of natural resource concerns; surveying, design and implementation of best management practices; construction standards and as-built verification; local/state/federal program requirements and regulations; and soil and water conservation programming. Technical evaluation and assessment of natural resource concerns and solutions conduct field surveying for the design of conservation projects and prepare plan designs, specifications, and construction drawings for implementation.

15%-Acts as the primary contact for the Non-Metallic Mining Reclamation Ordinance for the Land Conservation Department. Corresponds with landowners, contractors and others to discuss general and specific requirements of the as county ordinance or state statutes. Review all permit applications, issue permits, monitor compliance and initiate enforcement action where necessary. Provide guidance and direction to other staff assisting in ordinance administration.

15%- Performs all essential duties associated with the implementation of the Rock County\'s WPDES Municipal Storm Water Permit. Develop guidance for the implementation of the erosion control and stormwater management program. Present educational workshops to elected and appointed municipal officials, consulting engineering firms, and others. Review, create and update guidance to keep program consistent with best engineering methods, other regulatory agencies, and stormwater models. Provide guidance and direction to other staff assisting in program administration.

5%-Performs other duties as assigned.Considerable knowledge in the professional application, principles and practices of soil and water conservation, engineering principles, technical practices and standards pertaining, runoff, erosion control and stormwater management

Considerable knowledge of the standards and specifications published by the State Departments of Agriculture, Trade and Consumer Protection (DATCP), Natural Resources (DNR) and Transportation (DOT)

General knowledge of soils, regional agriculture, geography and natural resources.

General knowledge of Natural Resource Conservation Service standards and specifications pertaining to conservation practices.

Knowledge of surveying and drafting principles.

Knowledge of computer applications including, but not limited to Microsoft packages, GIS, GPS, WINSLAMM and HydoCAD modeling software.

Ability to maintain records and prepare clear and detailed reports.

Ability to work independently and as a member of a team

Ability to prioritize, manage workload and project management.

Ability to establish and maintain effective working relationships with landowners, developers, contractors, elected officials, employees, cooperating agency staff and the general public.

Ability to communicate effectively both orally and in writing provide training to a variety of internal and external stakeholders.Education and experience: Any combination of education, training and experience equivalent to an Bachelors\'s Degree from an accredited college or university in Civil Engineering, Agricultural Engineering, Natural Resources, Surveying, Water Resources Management, or related field.
Must also have two (2) years of relevant work experience. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered. Experience administering land use ordinances through a land conservation department or similar organization is preferred.

Certifications and licenses: Possession of the following certifications or the ability to commence approval process within one year of hire: Conservation Engineering Practitioner Certification (obtained from DATCP) for planning, design and construction associated with common conservation practices and technical standards;Job Approval Authority (obtained from NRCS) for common conservation practices and technical standards.Ability to sit, stand and walk for periods of time.
Ability to exert up to 10 lbs of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.
Ability to work in adverse weather conditions (hot and cold).
Ability to walk over uneven terrain, often through grass, cropland and brush.
Ability to carry equipment.
Ability to use a computer and computer keyboard.
May be exposed to chemicals.
