The Oklahoma Medical Marijuana Authority (OMMA) is seeking two full-time Compliance Trainers. These are state positions governed by the Civil Service Rules, in state government located in Oklahoma City, OK. OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for these positions is based on education and experience.

Basic Purpose
The OMMA Compliance Trainer position will be responsible for developing and implementing a comprehensive Compliance Training program across the entire Compliance division. This position will serve as the subject matter expert for training and will work closely with the Compliance Leadership Team and program area managers to identify gaps in staff performance, skills, and knowledge, and to determine essential skills, knowledge, and abilities necessary for developing Compliance staff members. This position will also develop, implement, and deliver quality training solutions to ensure staff members are appropriately trained on Compliance rules, regulations, policies, and best practices.

Typical Functions


  • Develop and implement a Compliance Training Program and establishes processes and protocols for identifying and implementing departmental training needs.



  • Create and deliver ongoing Compliance specific training curriculum and assures all curriculum is reflective of any new laws, policies and/or regulations.

  • Collaborate with Compliance leadership to assess and identify compliance learning and development needs.

  • Incorporate the use of adult learning principles and evidence-based practices into program development, strategic planning and training activities.

  • Facilitate engaging Compliance workshops and training sessions using adult learning principles to appropriately deliver material and engage all learners.

  • Collaborate with the OMMA Learning and Development team to develop and review training materials such as, training agendas, syllabus, presentations, evaluation tools, and other materials and resources necessary to deliver high quality learning experiences.



  • Understand and remain current on agency and divisional expectations and job role needs, to provide appropriate training to current staff and new staff members.

  • Effectively communicates and ensures a collaborative and team-based work environment.

  • Maintains and abides by sound personnel policies and practices.

  • Take initiative in carrying out direction and in formulating creative solutions to problems.

  • Serves as a floater/back up for Compliance Inspectors to complete compliance inspections when needed.



  • Implements inspection procedures for existing and new medical marijuana licensees, as required by state laws and rules, along with other license types as needed.

  • Offers feedback and suggestions to OMMA Audit & Compliance and leadership team to improve program processes.

  • Complete thorough, accurate investigations of violations and follow up to achieve compliance.

  • Establish and maintain effective working relationships with OMMA staff members, property owners, the public, officials, and personnel of other agencies.

  • Other duties as assigned.

Education and Experience
Bachelor\xe2\x80\x99s degree in business administration, agricultural science, environmental science, criminal justice, public administration, public health, environmental science, training and development, education, human resource development, public relations, communications or closely related field; or at least 5 years of professional experience and knowledge of principles and practices relevant to regulation, field inspections, and/or other comparable experience.

Preferred Qualifications
Experience with Microsoft Office (including Excel, Word, Outlook, and TEAMS) preferred.

Knowledge, Skills, Abilities, and Competencies
Computer skills: Office 365 applications including, but not limited to Word, Outlook, Excel, Access, Teams, Microsoft Forms, Power BI, and SharePoint as well as Adobe, Smartsheet, and LinkedIn Learning, and software applications used for rapid development of training material and online courses. Knowledge of laws, codes, rules and regulations for inspections and investigative methods and procedures; and of safety concepts, rules and codes.

Physical Demands and Work Environment

Work environment \xe2\x80\x93 30 to 40% of work will primarily be performed in the central office with requirements to periodically travel to remote and/or regional locations. Employees are required to ensure they can meet the minimum technical requirements to adequately perform their job duties from the telework location and maintain the security of state data. Occasionally, outdoor work in varying weather conditions is required. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires long period of sitting and daily use of computer and phone, along with the ability to drive for several hours at a time on occasion.



Travel \xe2\x80\x93 60 to 70% in-state travel required. Applicants must be willing to perform all job-related travel associated with this position.
