Description of Work
North Carolina Office of Recovery & Resiliency is fully funded on grants and positions will be maintained as long as funding is available. The position is EHRA, which means it is exempt from the rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.

It is full-time (40 hours per week) with State Benefits .

The NCORR Compliance Specialist coordinates, reviews, evaluates, and audits the programmatic, financial, and administrative policies, procedures, and practices of NCORR, NCORR\xe2\x80\x99s grant subrecipients, and NCORR\xe2\x80\x99s vendors for compliance. The selected candidate will assist in determining the compliance of NCORR\xe2\x80\x99s work with federal grant requirements governmental accounting standards, North Carolina general statutes and best practices in order to confirm that NCORR fulfills its statutory functions and responsibilities. They will also be responsible for developing routine compliance monitoring plans, annual or multiyear, to audit NCORR\xe2\x80\x99s grant-funded programs while maintaining current knowledge of US Department of Housing and Urban Development (HUD) policies, regulations, federal notices, and technical assistance.

The Compliance Specialist will ensure adherence to policies and standards by providing technical advice to NCORR leadership and staff regarding procedures, statutory requirements and filings, liability assessments, contracts, invoices, plans, reports and/or bids to ensure that these items maintain compliance with all applicable local, state and federal statues, sound regulatory practices and procedures, generally accepted accounting principles and standards. If selected, the candidate will be required to perform at the request of NCORR leadership, ad hoc compliance review of NCORR programs or aspects of programs on an as needed basis. This position reports to the NCORR Compliance Manager.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Considerable knowledge of the general principles of financial management and/or grants administration practices.
  • Considerable knowledge of current federal, state and local government grant programs.
  • Experience preparing written findings and presenting recommendations supported by facts and to present it in oral and/or written form.
  • Considerable problem-solving skills to interpret compliance and report findings to management.
  • Considerable project management skills to work as a team to develop new processes and procedures based upon changes in laws and regulations or industry practice.
  • Experience organizing and formatting reports to comply with applicable guidelines.
  • Skilled in reviewing and documenting compliance with laws and regulations.
  • Proficiency in MS Office products including Word, Excel, and PowerPoint.

Bachelor\xe2\x80\x99s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience.
