TYPE OF APPOINTMENT ISSUED:
This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

Examples of Duties

Under the general supervision of the Complex Area Superintendent of the Kailua-Kalaheo Complex Area, the Complex Academic Officer:
1. Provides leadership, coordination and management of the school improvement efforts for the complex area. Assures that schools receive support and guidance in developing and implementing their improvement plans, providing consultation, technical assistance and facilitating periodic reviews of performance against their plans.
2. Manages the processes for schools to conduct school level needs assessments, selection of evidence based interventions, review of resources, and identification of resource inequities. Assists schools in creating effective systems to collect, analyze, and monitor progress of school improvement efforts.
3. Monitors school performance by engaging in ongoing efforts to collaborate with principals and school leadership to observe, analyze and report on the impact of evidence based interventions on student outcomes or other relevant outcomes.
4. Prepares and facilitates the dissemination and analysis of accountability data and other school improvement related information to assist the Complex Area Superintendent in supervising and monitoring school performance, meeting data review and reporting requirements as required.
5. Serves as an active member on DOE tri-level teams and professional learning networks related to school improvement, improving student performance, or other assigned projects. Provides sustained professional development activities to reflect use of evidence based and promising best practices in meeting the needs of the underachieving student subgroups.
6. Serves as a liaison with providers as necessary and ensures compliance with technical assistance by the School Transformation Branch and monitoring by Title I.
7. Performs other related duties as assigned.
Minimum Qualifications

Education
: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the areas of assignment.
Desired Education: Degree with specialization in systemic change, school improvement, or school administration.
Experience
: Six (6) years of responsible work experience in education, of which four (4) years shall have been in teaching, and two (2) years in curriculum or program planning, as appropriate.
Desired Experience: Two (2) years of administration at the school, district or state level that involved the supervision of professional personnel. Four (4) years of direct experience in implementing school improvement efforts at the school, district or state level, and experience working with schools on state and federal accountability program implementation.
Knowledge
: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning individual differences, curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the areas of assignment; research development, trends and current issues or problems pertinent to the area of the assignment; and laws, rules, regulations and administrative procedures pertinent to the areas of assignment.
Desired Knowledge: Educational leadership and administration; principles and practices of supervision; assessment and evaluation; academic learning techniques; student support services and programs; principles of research; standards-based education; strategies to effect school transformation; evidence based practices; creating data systems to help schools efficiently collect, analyze, and make data-informed decisions to impact student learning.
Ability to
: Provide leadership, planning, and coordination in the areas of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate a computer and other business machines; use tools, equipment, instruments or devices appropriate to all the areas of the assignment; and maintain awareness of developments in curriculum or program ideas.
Desired Ability to: Serve as a mentor to administrators and teacher leaders; plan, direct, coordinate and evaluate school improvement services; maintain awareness of developments in curriculum and intervention support or program areas; deal effectively with federal, state, county and departmental officials in accomplishing program goals and objectives; facilitate and engage others in problem-solving and decision-making processes; manage transitions impacting the Department; plan and conduct professional development activities to reflect the needs of the underachieving disadvantaged learner; lead school improvement efforts such as conducting a comprehensive needs assessments and develop improvement plans; and negotiate, write, and expedite the approval of contracts, MOAs, and MOUs.
Supplemental Information

SALARY RANGE:
EOSR-7, $113,660 to $160,893.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $113,660.
WORK YEAR AND BENEFITS:
This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
