General Definition of Work



Performs intermediate human support work providing support and services to families and individuals who are at risk for abuse, neglect, dependency. Provides training to families on childcare, budgeting, parenting skills, collaborating with community service providers to meet the needs of clients, and housing placements, transporting clients to medical and other appointments, preparing reports, and related work as apparent or assigned. Work is performed under the moderate supervision of the Social Worker III.

Monitors home visits between children and family members. Re-enforces need for healthy nutrition, family planning, education, housekeeping skills, and budgeting. Provides parental education, promoting, and reinforcing normal child development and childcare skills. Promotes appropriate roles within the family unit. Prepares a variety of reports and other types of correspondence; prepares and maintains files and records. Testifies in court as needed. Attends staff meetings and training programs. Transports clients to visitation, medical appointments, etc. Services as liaison between clients and service providers.

Knowledge, Skills, and Abilities:

General knowledge of the programs and related rules, regulations and procedures of the unit assigned. General knowledge of modern office practices. Some knowledge of human behavior. Some knowledge of the current social, economic and health problems of the community. General knowledge of operating standard office equipment and associated software. General knowledge of preparing reports and other types of correspondence. Ability to give oral and written instructions. Ability to plan, organize, and prioritize work. Ability to make arithmetic computations. Ability to maintain detailed records. Ability to communicate ideas effectively, both orally and in writing. Ability to establish and maintain working relationships with clients, associates, and the General public.


Physical Activities, Visual Acuity, and Working Conditions for this Position

Stooping - Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles Kneeling - Bending legs at knee to come to a rest on knee or knees Crouching - Bending the body downward and forward by bending legs and spine Crawling - Moving about on hands and knees or hands and feet Reaching - Extending hand(s) and arm(s) in any direction Standing - Remaining upright on the feet, particularly for sustained periods of time Walking - Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another Pushing - Using upper extremities to press against something with steady force to thrust forward, downward, or outward Pulling - Using upper extremities to exert force to draw, drag, haul or tug objects in a sustained motion Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Sedentary work involves sitting most of the time. Minimum Qualifications

Minimum Education and Experience:

High school diploma or GED and minimal experience in human services work, human resources development or equivalent combination of education and experience.



License or Certification Requirements:





Valid NC Driver's License.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.



The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. Medical, Dental, and Vision Insurance

For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

Local Government Retirement System

All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.

Supplemental Retirement Plans

NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan. Contributions will be matched by the county, up to 1% or their annual base salary.

Other Insurance

Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
