Our Licensing, Endorsements, and Traffic Safety (LETS) program within the Programs and Services Division (PSD) is currently recruiting for a Commercial Driver License (CDL) Program Assistant Administrator with excellent communication skills and the ability to lead through change.

PSD supports DOL\'s mission of helping all Washington residents live, work, drive and thrive and Washington State\'s Target Zero plan by certifying that licensed drivers have the necessary qualifications and skills to safely operate a vehicle. The LETS program provides management and administration for multiple statewide programs that support the state\'s Commercial Driver License (CDL) Program. The CDL Program provides regulatory oversight, delivers product, data and contracted services to government and the general public.

Duties

As our Commercial Driver License Program Assistant Administrator, you will be responsible for policy development, implementation, administration and maintenance. Using your ability to communicate to diverse groups you will prepare and conduct presentations to executive management, other state and government agencies, partners, stakeholders, and organizations. As a proven leader of diverse teams, you will create a culture that empowers others to develop a proactive mindset where current and future business processes are designed using a diverse, equitable, and inclusive lens to support the unique needs of the employees and customers we serve. Your passion for collaboration will be crucial to your success as you work with various stakeholders to transform legislative or executive intent into manageable and efficient operational policy and procedures related to CDL programs.

Some of what you will do:

  • Evaluate the impact of legislative proposals and implement new statutory requirements.
  • Solicit state and federal funding to implement CDL program improvements.
  • Develop strategic and tactical plans and performance standards to accomplish the agency\'s goals and objectives.
  • Interpret and provide agency comments to Federal Motor Carrier Safety Administration (FMCSA) on proposed federal rule changes.
  • Analyze and interpret revisions to federal regulations and develop recommended changes to state laws, administrative rules, policies, and procedures for implementation.
  • Serve as a subject matter expert in interpretation and application of state laws, rules, regulations, and procedures related to CDL.

Qualifications

What you will bring to the position:
  • Five (5) years of experience demonstrating progressive responsibility as a team leader who can manage programs, projects and staff effectively and efficiently.
  • Significant and relevant experience managing a program to include development of standards, and policies/procedures that are effective and fiscally responsible.
  • A strong desire to improve the agency\'s processes and the services we deliver to the public.
  • Statewide program or higher-level budget experience to include preparing, monitoring, and justifying biennial allotments and projections.
  • Demonstrated experience requesting, monitoring, and planning the utilization of grant funds to include planning and executing communication and outreach projects targeting a specific audience.
  • Substantive, progressive management experience supervising staff including planning, coaching, mentoring, and evaluating performance.
  • Experience with processes and procedures for recruitment, hiring, position reallocations and changes, fact finding investigations and disciplinary actions, and union contracts.
  • Create and promote a team-oriented work environment.
Excellent written and verbal communication skills.

Ability to:
  • Establish and maintain collaborative working relationships in a professional atmosphere conducive to quality customer service with both internal and external stakeholders.
  • Organize work goals and objectives and develop achievable plans and process that fit and meet schedules of varying length and complexity.
  • Properly interpret and apply federal and state laws, regulations and administrative rules, agency policy and procedures as they apply to program areas of responsibility.
  • Represent the division and communicate policy-level information to outside organizations/stakeholders.
  • Be adaptable, cooperative, flexible, and supportive of other staff, the unit, section, division, and agency.
Experience can be obtained concurrently.

What may help set you apart:
  • Bachelor\'s degree in public administration, business management closely allied field.
  • Knowledge or experience directing or evaluating the management and compliance oversight of a CDL Training/Testing Program, commercial vehicle driving or licensing process.
  • Experience or knowledge of public sector budget administration
  • Experience in managing and leading groups, creating a cooperative and productive environment to resolve problems or develop and implement plans.
  • Significant and relevant experience in administering and coordinating contracts and applying contract management principles and best practices.
  • Experience managing, coordinating, and overseeing the activities of an external citizen advisory board.
  • Experience as a former CDL driver, instructor, examiner, regulatory position within a trucking or training organization.
