Adult Residential Assistant Administrator Summary

The Program Assistant Administrator is responsible for the direct supervision and management of the residential, respite and hold programs, as well as other ancillary services in the absence of the Administrator as assigned by the CEO, Clinical Service Director, or Intensive Adult Services Program Manager. The Program Assistant Administrator supervises assigned residential support specialists and operates the program in compliance with regulatory standards. The Assistant Administrator will be responsible for completing required evaluations, referrals, screenings, and intakes. At all times, in the absence of the Program Administrator, The Assistant Administrator ensures that services are delivered in accordance with agency procedures, to the highest possible clinical and ethical standards.

Adult Residential Assistant Administrator Responsibilities and Qualifications: This job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee.   • Team Leads, supervisors, managers and directors are required to work a five-day work week to equal a minimum of 40 hours per week. These positions are not eligible to work four 10\xe2\x80\x99s or reduced hours.
  • Has previous experience and training in providing care and treatment appropriate to the residents served in the facility.
  • Ensures facility, documentation and programming meet all state OAR and/or other
  • requirements for licensure.
  • Ensure that qualified staff are available, in accordance with the staffing requirements specified by OAR\xe2\x80\x99s and all other applicable federal, state, and local laws and regulations.
  • Monitor department\xe2\x80\x99s monthly productivity report as compared to annual budget.
  • Coordinate with other providers in the agency and in the community to ensure smooth and successful transition in levels of care.
  • Facilitate positive working relationships between the agency and referring agencies, community professionals, families, and clients.
  • Supervision is provided and documented to each supervisee at least twice a month, with one meeting being face to face.
  • Provides staff with both formal and informal opportunities to provide input and offer feedback regarding development of agency policies and procedures.
  • Provide training and support to supervisees regarding use of the electronic health record and clinical documentation.
  • Meets agency\xe2\x80\x99s expectations for number of hours worked each week.
  • Meets or exceeds agency\xe2\x80\x99s expectations for attendance.
  • Demonstrates a positive attitude about the agency and job responsibilities.
  • Models, develops, and demands high standards from staff. Reinforces the agency\'s commitment to excellence through developing positive working relationships with
  • supervisees and by facilitating a high degree of organizational morale.
  • Communicates the agency\'s mission, values, policies, and procedures to staff in positive and solution focused fashion.
  • Adhere to agency policies and procedures and ensures staff compliance with these policies and procedures.
  • Ensure timely completion of employee status change and/or payroll change forms.
  • Supervisor is required to complete a payroll change form any time wages are changed.
  • Develop and administer written policies and procedures to direct the operation of Phoenix Place and the provision of services to residents in accordance with OAR\xe2\x80\x99s and all other applicable federal, state, and local laws and regulations.
  • Maintain facility and resident records in accordance with OAR\xe2\x80\x99s and/or contractual
  • requirements.
  • Report regularly to the licensee and program director regarding the operation of Phoenix Place. May occasionally need to report to the Executive Team.
  • Delegate authority and responsibility for the operation and maintenance of the facility to the Care Coordinator or Team Lead whenever the Administrator is absent. This authority and responsibility will not be delegated to a resident.
  • Ensure that the program and setting are maintained and operated in compliance with OAR\xe2\x80\x99s and all other applicable federal, state, and local laws and regulations.
Supervisory Responsibilities: In the absence of the Program Administrator the Assistant will help supervise all Adult Residential Specialists.
  • Carries out supervisory responsibilities in accordance with the organization\'s policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; timecard and time off approvals, performance evaluations; rewarding and disciplining employees; addressing complaints and resolving problems.
Adult Residential Assistant Administrator Education: Must meet Oregon State (OARS) requirements and MHACBO certification as a "Qualified Mental Health Associate (QMHA)," meeting one of the following qualifications:
  • Bachelor\'s degree in a behavioral science field
  • A combination of at least three years relevant work, education, training, or experience.
Adult Residential Assistant Administrator Experience: Experience to demonstrate the competencies to identify precipitating events:
  • Have at least one years\xe2\x80\x99 experience in the mental health field
  • Possess the quality to lead and supervise others.
  • Know the systems involved in the program.
  • Know other programs and how to work with those programs.
Certificates, Licenses, Registrations: Valid Oregon driver\xe2\x80\x99s license, insurable driving record. Personal automobile insurance is required if clients are transported, or any agency business is conducted by the employee using his/her personal vehicle. Must meet the requirements to become MHACBO QMHA Certified. Certification must be maintained for the length of employment. Must maintain CPR/First Aid certification.
