Under direction, plans, organizes, implements and evaluates home health services and public health/nursing program(s) including disease prevention programs, school, Family Planning clinic, chronic disease management, and home visits within Cass County. Supervises the activities of professional nurses, support staff, Home Health Aides (HHAs) and medical assistants.
Scope of Responsibility:
Incumbents work within the general directives of the Director and must use their professional experience, training and education when determining the most appropriate way to implement programs. Complies with current ND Nurse Practice Act and scope of practice. Supervision of staff which may include LPNs, RNs, support staff, certified medical assistants, HHAs and lab staff.

Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; ensures that each employee:
Plans, organizes, coordinates and evaluates home health and nursing activities and/or programs by determining priorities, establishing procedures to be followed, ordering necessary supplies, monitoring activities, etc. to ensure effective and efficient service and compliance with department standards, applicable laws, and regulations.
Using independent judgment provides supervision and leadership to staff under the span of control.
Reviews and approve records of work unit activities, prepares reports and periodically reviews those prepared by staff and submits to proper personnel and/or authorities.
Collaborates with other agencies and administers contracts with other agencies providing care.
Responds to informational inquiries and concerns of clients, the general public, staff, etc. regarding departmental policies and procedures, services available, program eligibility requirements and other related issues.
Assists in preparing grant proposals and grant administration including compiling statistical data, projecting demand levels for service, formulating work plans, developing evaluation procedures, and developing and monitoring budget.
Performs nursing functions such as assessment, counseling, client and/or group education, etc. as needed.
Represent the department on various committees at the local, state, and federal level.
Performs other duties and activities as assigned.
Clinic Addendum:
Plans, coordinates, administers, and supervises delivery of health services for Fargo Cass Public Health Clinic. Ensures that services and programs are delivered according to local, state, and federal guidelines.
Develops and maintains operating policies, procedures and Family Planning forms.
Responsible for efficient operation of clinic including patient scheduling, patient customer service, billing processes, and maintenance of patient records.
Responsible for monitoring and maintaining inventory supply and budget for clinic operations.
Assures compliance with Title X goals and objectives.
Minimum Qualifications

The job requires a Bachelor's degree in nursing and four or more years of professional nursing experience, two or more of which must be public health nursing experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid State of North Dakota license as a registered nurse and driver's license or evidence of equivalent mobility are also required. Knowledge, skills and abilities include:Knowledge of principles, practices and techniques of performing professional nursing functions;
Knowledge of community resources;
Knowledge of principles and practices of public health;
Knowledge of applicable state and federal laws, regulations, programs and services relating to public health practices;
Knowledge of human resource management practices such as training, delegation, discipline, etc.;
Skill in organization and prioritizing work;
Skill in oral and written presentation;
Skill in recordkeeping;
Skill in general medical/nursing procedures;
Skill in written English sufficient to read manuals, instructions, care plans and to write reports and complete documentation, etc.;
Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, clients, the general public, etc. sufficient to exchange or convey information and to provide and receive work direction;
Skill in using Microsoft Office applications, particularly Excel spreadsheets;
Ability to communicate effectively in both verbal and written forms, and have strong public relations skills;
Ability to select competent personnel and to train them to perform their duties in an effective and efficient manner;
Ability to supervise personnel in a manner conducive to efficient performance and high morale;
Ability to establish and maintain effective working relationships with others.

Physical Demands & Working Conditions:
Most work is performed in a normal office environment. Work is generally light with considerable variety. Daily work involves extensive computer and phone use, moving between buildings and rooms. Driving is required weekly. Occasional overnight travel may be required. At times there may be a requirement to actively participate in activities, such as car seat clinics, and other events requiring additional lifting, reaching, and bending.
Activities include stooping, standing, walking, lifting, digital dexterity, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.
Light Work:
Physical demands are normally those associated with light work: Exerting up to 25 pounds of force occasionally and/or 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
The job may require dealing with individuals who are emotionally charged. There is regular exposure to potential hazards such as body fluids, contagious diseases and environmental hazards.
