Leadership Team, providing strategic policy analysis and systems leadership to strengthen access to quality primary care across New Mexico. Reporting directly to the CEO, this role translates complex health policy and regulatory information into actionable strategies that guide decision-making, support members, and drive innovation across the statewide primary care network.
Salary scale is $90,000 - $120,000, dependent on experience.
Duties and Responsibilities:

Organizational Leadership and Mission Advancement
Provide policy leadership that advances NMPCA's mission to expand and improve primary care statewide. Ensure timely responses to reporting requirements and assist the CEO in staff development and Board reporting. Serve as Acting CEO in their absence.

Strategic Planning and Policy Advocacy
Contribute expert policy analysis and recommendations as a member of the Leadership Team. Support strategic planning, organizational initiatives, and advocacy priorities.

Health Policy Research and Development
Research and analyze federal and state health policy issues--funding, legislation, and care models--to identify opportunities and risks affecting New Mexico's community health centers.
Intergovernmental and Partner Relations
Build and maintain relationships with HRSA, BPHC, NACHC, CMS, UNM-HSC, and state agencies. Represent NMPCA in policy forums and coalitions to advocate for community health center priorities.

Policy Evaluation and Data Analytics
Apply data analytics and performance metrics to assess policy impact, inform funding and program strategies, and support continuous improvement across NMPCA programs.

Regulatory and Compliance Expertise
Develop and/or maintain expertise in federal and state regulatory areas such as FTCA, HRSA Operational Site Visits (OSV), UDS+ reporting, provider credentialing, HIPAA compliance, and the 340-B program. Translate complex policy requirements into practical guidance for member organizations.

Health Systems Innovation and Value-Based Care
Support NMPCA in advancing value-based payment and population health initiatives. Analyze policy implications and assist in designing strategies to strengthen financial and clinical performance under new care models.
Qualifications:
Law degree preferred; Master's in Public Policy, Public Health, Health Administration, or a related field required.
Familiarity with FQHC programs and federal/state health policy frameworks preferred.
Demonstrated commitment to mission-driven organizations.
