POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION
The Policy Analyst position is responsible for supporting the development and revision of operational policies and procedures for the Westminster Public Safety Communications Center.
This temporary role is critical in developing, reviewing, and updating operational policies and procedures to ensure compliance with state and national standards. The ideal candidate will be detail-oriented and possess a strong background in policy writing and emergency communications, supporting the agency's accreditation efforts (particularly CALEA standards).
This is a temporary position lasting no more than two (2) years unless project is completed sooner, then the position will end. The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate.

Draft, revise, and develop clear and concise policies and procedures that reflect current operations, best practices, and evolving standards in emergency communications
Review existing policies, standard operating procedures (SOPs), and guidelines for accuracy, relevance, and compliance with applicable standards with the ability to distinguish between policy and procedure and apply each appropriately in operational contexts
Establishes systems to track and follow completion of policy and procedure project
Assist with internal training and communication regarding policy changes or implementations
Maintain confidentiality of all information regarded as confidential
Conduct research on national standards, legal requirements, and emerging trends in 9-1-1 communications

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS
Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required
Previous experience working in 9-1-1 dispatch centers
Proven experience in policy analysis or writing, preferably in a public safety or government setting
Strong knowledge of emergency communications operations and relevant regulations (e.g., APCO, NENA, FCC)
Excellent research, writing, and editing skills
Ability to produce complex information into clear, actionable documents
Strong interpersonal skills for collaboration with cross-functional teams
Preferred
Experience with CALEA standards and/or emergency communications accreditation processes
Experience with policy documentation tools (e.g., PowerDMS, Lexipol or similar)
Bachelor's degree in Public Administration, Criminal Justice, Communications, or related field
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements:
Work is sedentary in nature and requires sufficient physical stamina and strength for:
Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting, pushing and/or pulling of up to twenty-five (25) pounds with dollies and carts
WORKING CONDITIONS
Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
Required Materials and Equipment
Operates general office equipment including telephones, personal computers, copy machines, printers, fax machines and standard office equipment.

Background checks will include employment references and criminal history, and when applicable, credit check, driver license record, and education verification
Must be able to pass the FBI Criminal Justice Information Services (CJIS) background check due to access to sensitive areas
