Job Description




The City of Raleigh is hiring a Capital Improvement Program (CIP) Administrator who will be responsible for the fiscal oversight of capital programs within the Raleigh Department of Transportation\'s portfolio. This role serves as a grant manager for transportation initiatives and projects, including working with staff to identify available grant programs, strategizing and facilitating application to these programs, and providing compliance oversight for awarded grants.
This position will report through the Business Intelligence Unit and serve as the lead departmental fiscal administrator for a large capital program and be responsible for leading all financial activities of the capital improvement budget to ensure the fiscal stability of the Raleigh Department of Transportation. This responsibility will include, but may not be limited to, analysis of financial data, overseeing contract routing and payment processing, providing recommendations on financial strategy of the department\'s capital program, and acting as subject matter expert in the areas of fund accounting and grant management.

Duties and Responsibilities

  • Provides management for the fiscal oversight of capital programs
  • Coordinates development of project cash flow analysis and updates of documents
  • Engages in and supports contract routing and payment processing
  • Manages capital budget preparation
  • Prepares fiscal impact assessments of major capital improvement projects
  • Creates and develops reports and provides value added
  • Performs duties and projects of a generally advanced nature in Financial Analysis, Decision Support, Policies and Controls, and Budget Support
Typical Qualifications

Education and Experience:
Bachelor\'s Degree in information technology or related field with four years of business systems analysis experience including business process design, business requirements definition, workflow documentation and acceptance testing

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications:
  • Certification as a Certified Budget and Evaluation Officer (CBEO)
  • Certified Public Accountant (CPA)

Knowledge, Skills and Abilities:
  • Ability to work independently without significant supervision
  • Interpreting, monitoring, and reporting financial information and statistics
  • Establishing and maintaining business relationships in support of financial management
  • Exercises techniques and methods for organizing, prioritizing, assigning and monitoring work (based upon assignment)
  • Possesses understanding of general ledger content, fund accounting, grants management, compliance and reporting
ADA and Other Requirements:
Positions in this class typically require: fingering, talking, hearing, seeing and repetitive motions.

Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
