ACCOUNTABILITY:

The Design and Capital Program Manager is a key member of the Management team and reports to the Director of Operations. The Design and Capital Program Manager is accountable for managing activities concerned with the delivery of multiple capital improvement projects from inception to completion. The Design and Capital Program Manager will ensure the implementation of project delivery standards applicable to the range of projects and programs to be administered by American States Utility Services, Inc.

POSITION SUMMARY:

The incumbent shall be responsible for the overall design management and capital program management of large strategic or complex engineering projects or assignments in the field of water and wastewater engineering, project and construction management. This includes all aspects of public and private water supply and treatment systems and wastewater collections and treatment systems. Additional responsibilities include asset management, staff performance management, capital planning, engineering design, permitting, and contract compliance. Responsibilities may also include construction management, business development, subcontractor / vendor management, and issues relating to operations and maintenance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides oversight and direction for strategic planning for facility and system development required to sustain and improve company operations, including long-term capital investment/large maintenance plans and annual engineering functional business
  • Ensures a rigorous and robust process for company design program, asset management and capital planning and capital program management, in order to drive investment decisions and balancing financial and operational risks
  • Directs engineering design and capital improvement program activities in conformance with sound technical and engineering management principles
  • Develops and participates in projects that reduce costs and improves the level of service provided, and proactively explores, evaluates and implements the integration of new technology and/or methods in order to enhance utility operation
  • Proactively explores, evaluates, initiates and develops expansion of company operations through acquisitions and management contracts
  • Ensures Capital Projects are designed and executed at the subsidiary level in accordance with revenue forecasts, approved schedule, and scope of work
  • Provides direct and indirect guidance to Engineering Design Center Staff and Capital Project Supervisors and counsels individuals through a development program to ensure the continued professional growth
  • Serves as liaison between Subsidiaries, Business Development and ASUS Corporate, as it relates to capital design and capital program planning, subsidiary 5-year capital plans, and budgeting
  • Responsible for completion of projects or assignments in accordance with sound engineering principals and practice, company policies, procedures, guidelines or standards, and sound industry practice
  • Oversees the development of detailed project designs, capital improvement project scopes, budgets and schedules, and project management, execution, monitoring and reporting in accordance with the established scope, budget and schedule
  • Responsible for comprehensive interaction and communication with internal and external project stakeholders throughout the project lifecycle to insure that the end solution and delivery method addresses their needs
\xc2\xb7 Develops and participates in capital improvement projects that reduce costs and improve the level of service provided, and proactively explores, evaluates and implements the integration of new technology and/or methods in order to enhance construction activities

\xc2\xb7 Develops and implements policies and procedures, and activity reporting systems to ensure efficient and effective design, permitting, and implementation/ construction levels as well as compliance with all contractual requirements
  • Assists in the management of startup activities related to capital improvement program activities at new ASUS Subsidiaries, working closely with the business development team, subsidiary, the Utility Manager, and capital team on start-up activities
  • Provides professional oversight for capital improvement management and contract administration of third party providers of services and goods including engineering and environmental consultants, surveyors, construction contractors, material and equipment vendors, materials testing and inspection firms, etc.
  • Contributes to effective communication by listening and providing constructive feedback; supporting the creation of an open and honest work environment; cascading and sharing knowledge and information relevant to other members of the team and colleagues across the business
  • Must be willing to travel as required by project needs

MINIMUM QUALIFICATIONS:
  • Bachelor\xe2\x80\x99s Degree in Civil Engineering, Construction Management or closely related field
  • No less than 10 years of relevant experience in overseeing engineering/construction projects or public utility projects
  • Minimum of 6 years of relevant supervisory experience
  • Knowledge of and experience using project management software (particularly Primavera and MS Project) preferred
  • Experience with the JD Edwards accounting software package a plus
  • Strong oral and written communication and analytical skills
  • Knowledge of Army Corps of Engineers, NAVFAC and U.S. Government processes and procedures is highly desirable
  • Knowledge of Army, Navy and Air Force processes and procedures is highly desirable
  • Must possess and maintain a valid Driver\xe2\x80\x99s License issued by the state where employed
  • Must take and pass Federal OSHA and or state mandated safety training with annual refresher courses as required by the associated regulations for this Position. Such training will be provided by company and compliance is mandatory
