JOB DESCRIPTION:
The Unified Government is seeking a detail-oriented and proactive Buyer to support sourcing and contracting for high value goods and services This position prepares and administers Invitation for Bid (IFB), Request for Proposal (RFP), Request for Qualifications (RFQ) and contract terms, evaluates vendor proposals, negotiates pricing and terms; and with Federal Uniform Guidance (2 CFR 200), as well as state and local procurement regulations. The Buyer will Processes bidding documents such as Invitation for Bid (IFB) and Request for Proposal (RFP) for high dollar, high profile projects: researches and determines competitive specifications, scope of services, special terms, conditions and bid sheets; coordinates document reviews with Legal Department and Risk Management to insure compliance with statutes, policies and procedures of federal, state and Local entities; develops list of potential bidders/respondents; develops and leads RFP interviews and monitors adherence to interview agenda; evaluates IFB/RFP responses and provides analysis; negotiates with vendors; obtains correct materials, services, quantity, time, place, source, service and price; recommends award to user department/selection committee; prepares briefing sheet; recommends award of Unified Government contracts; requests bonds, certificates of insurance and tax exemption certificates.
Establishes and maintains term and supply contracts; manages contract administration such as vendor price adjustment requests and vendor contract compliance issues; coordinates with departments to review supplier performance prior to term and supply contract renewals
Works closely with user departments and vendors in a professional manner and responds promptly to their requests, prioritizing projects to meet department needs.
QUALIFICATIONS:
High School Diploma or GED, training in public procurement, and one year of purchasing experience or, any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Associate's degree in business administration is preferred. A CPPB or CPPO professional certification is a plus.Experience with public - sector procurement, federal grant-funded purchasing and ERP systems such as Workday is highly desirable.
