Description

Designs, develops, and coordinates with departments in maintaining the county-wide business continuity plan (BCP). Assists departments with development of departmental business continuity plans and procedures. Develops plans for the implementation and testing of recommended business continuity plans and procedures; may serve as a technical expert in a highly specialized, complex field; may supervise subordinates as assigned; and perform other related duties as required.

Distinguishing Characteristics:

This class is distinguished by its responsibility to analyze, design, develop, coordinate, implement, and maintain the county-wide business continuity plan. This responsibility includes planning, developing, evaluating, and maintaining the overall strategy for disaster recovery involving analysis and evaluation of departmental operational requirements and methods for a major segment of the County\'s operations; assessing training needs; and planning, developing, conducting, and coordinating training. Work at this level requires the integration and coordination of a number of interrelated organizational entities or programs, and includes substantial and complex problems.

Examples of Duties

  • Prepares overall plans and develops detailed procedures and processes for the creation of the county-wide business continuity plan, and assists departmental units in the development of business continuity plans;
  • Plans and carries out various fact finding tasks to secure pertinent information on the business continuity needs and practices of departments and agencies;
  • Conducts studies related to process flow, risk measurement, impact analysis, and organizational and functional relationships;
  • Meets with and interviews personnel from various levels of management and operations;
  • Provides guidance and technical assistance to departmental management personnel in identifying areas of responsibility, and in designating key personnel to perform disaster recovery and business continuity functions;
  • Analyzes critical business functions and their resource requirements;
  • Prepares comprehensive reports of findings and recommendations;
  • Prepares test plans to exercise the county-wide business continuity plan, and reviewing and updating annual business continuity documentation;
  • Provide expertise and support to management, as requested, when a business disruption occurs;
  • Integrates the various plans and procedures with the needs and requirements of the various agencies whenever possible;
  • Works in close cooperation with representatives of operating department(s);
  • May conduct management studies associated with other program or management objectives and needs;
  • Reviews plan exercise results and follows through to see that management and staff officials have a clear understanding of problem areas;
  • Prepares reports of work activities and correspondence;
  • Provides guidance and assistance in implementing recommendations accepted by administrator of organizations serviced;
  • Keeps organizations informed of needs and changes in the program;
  • Develops and maintains mutual assistance agreements with private organizations as needed;
  • May supervise specialists and support personnel in specific program areas as a unit supervisor or team leader;
  • Coordinates work performed with supervisors of other functional areas;
  • Trains lower level staff as required;
  • Performs other related duties as required.
Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor\'s degree, and three (3) years of progressively responsible professional work experience which involved collecting, analyzing, and evaluating facts, identifying problems and alternative solutions and their advantages and disadvantages and develop logical recommendations for a course of action, one of which must have involved the independent analysis, evaluation, or other substantive determinations with regard to current or projected operating programs, and demonstrated the ability to plan and direct the work of others.

License Requirement: Possession of a valid motor vehicle operator\'s license (equivalent to State of Hawaii Type 3).

Knowledge of: principles and practices of public administration, supervision, organization, and management; business process analysis; business continuity practices and procedures; research and statistical methods and techniques; principles of report writing.

Ability to: gather, analyze, correlate and evaluate facts and make sound judgments; determine requirements for the creation and implementation of effective business continuity practices; understand the legal and procedural requirements and the functions and organization of the programs under study; plan efficient organizational structures, work flow procedures and processes, and integrate these in the overall business continuity plan; prepare clear and concise reports and operating procedures; work cooperatively with agency representatives, departmental officials, and others; effectively and cooperatively organize and direct the work of others.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
