Chinese Mutual Aid Association (CMAA) is seeking a committed Compliance Coordinator/Sr. Compliance Coordinator to provide administrative support to its Adult Education Consortium by ensuring quality controls for programming funded by the Illinois Community College Board for eight consortium partners. The Compliance Coordinator/Sr. Compliance Coordinator will work closely with the Program Manager of Adult Education and Workforce Development - Compliance to ensure partners are reporting programming metrics and funding expenditures in a timely and accurate manner. They assist partner agencies with providing opportunities for Adult Education, including English as a Second Language, GED preparation, and bridge programming, and ensure compliance with funder regulations and policies.

The ideal candidate will be detail-oriented and organized; able to handle multiple projects independently; oversee and coordinate the contractual, regulatory, and legislative compliance of multiple stakeholders; and prove a valued thought-partner to both CMAA\'s leadership and that of its consortium partners.

CMAA has been a cornerstone of the Uptown community since 1981, providing programming for generations of low-income youth, adults, and senior citizens.

Essential Function & Responsibilities

  • Oversee and guide consortium partners\' Adult Education programming and performance, including achievement of outcomes and the accurate, timely reporting of data according to funder\'s substantive, procedural, and technical requirements
  • Conduct site visits of consortium partners to assess and ensure compliance with consortium contract language, funder regulations, and controlling WIOA legislation (Workforce Innovation and Opportunity Act)
  • Develop and facilitate manuals, on-site trainings, and webinars for consortium members\' administrators
  • Review consortium members\' GATA budgets for compliance and perform ongoing fiscal monitoring
  • Delegate and direct assignments to and oversee work product of the Data Entry Specialist
  • Advocate on behalf of partner agencies, working with management and development staff to identify opportunities for program growth
  • Observe internal control procedures and evaluate their effectiveness, providing recommendations for improvements
  • Office work directly related to management policies and the general operations of CMAA and the Adult Education Consortium for which it serves as lead fiscal and programmatic agent
  • Other duties as assigned and identified
Requirements:

We\'re seeking candidates who excel in analyzing and interpreting data, have a high-level of data entry accuracy, demonstrate initiative and strong critical thinking skills, are strong communicators, and can manage both processes and people in a collaborative coalition. You should have:
  • A demonstrated commitment to meeting a high bar and a history of achieving goals in the face of obstacles
  • Experience managing multiple projects and stakeholders to efficiently meet deadlines and deliverables
  • Proven ability to work both independently and as a team member, cooperating with and demonstrating cultural sensitivity to staff and constituents, including in the delegation of supervision of admin tasks
  • Bachelor\'s degree required
  • Knowledge of adult literacy or workforce services and proficiency in a second language are preferred but not required
