Job Description


Performs departmental budget analysis and attendant management analysis work; prepares reports on studies conducted with recommendations; and performs other related duties as required.

Current Vacancy:
There is one vacancy with the Department of Community Services, Elderly Affairs Division. Under the direction of the County Executive on Aging, the Budget Analyst IV assists in administering the fiscal operations of all programs in the Elderly Affairs Division (EAD): develops, analyzes and executes EAD budget which includes City/grant/other funded programs and services, and federal/state funded programs and services delivered by contracted agencies. Duties includes fiscal, budget, and management analyses of budget proposals submitted by EAD units and applicant agencies; consolidation into operating and capitol budget summaries; assistance to County Executive on Aging, State Executive Office on Aging, Department Head and others in analyzing submitted budgets; providing short and long range fiscal projections to assist in decision making; monitoring of EAD and contractor agency reports to evaluate expenditures and if they are being spent as specified; development of policies governing formulation and maintenance of the budget, and conduct of other studies and analyses as needed.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with a Bachelor\'s degree in Political Science, Public or Business Administration, Economics or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Two (2) years of progressively responsible professional (i.e., post-bachelor\'s degree, non-clerical) analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives.

Such experience must have demonstrated knowledge of the principles, methods and techniques of budget analysis and management analysis; research techniques and methods; and the ability to gather and analyze operational, statistical and financial data; apply budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing; and maintain effective working relationships.

SUBSTITUTION: A Master\'s degree in Business Administration or Public Administration from a regionally-accredited college/university will substitute for six (6) months of the required two years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives.
