Marion County Health & Human Services is seeking a highly motivated individual to coordinate quality assurance and compliance for our Behavioral Health Division, ensuring the highest standards of care for our Adult and Children\'s Behavioral Health programs, Addictions Treatment Services, Psychiatric Crisis Services and Youth and Family Service programs. In this position, you will be responsible for monitoring and evaluating the compliance of clinical and administrative procedures, providing support for regulatory and accreditation audits, and implementing quality improvement initiatives. GENERAL STATEMENT OF DUTIES

Perform a variety of technical and professional tasks related to the development, operations, and monitoring of a department or county wide programs that includes actively participating on special task forces and community boards or committees.

SUPERVISION RECEIVED

Work under the general direction of assigned management personnel, with additional recommendations from task forces and community boards or committees.

SUPERVISION EXERCISED

Supervision is not a responsibility of this classification; however, incumbents in this classification may exercise lead responsibilities over one or more employees engaged in closely related duties.

Typical Duties - Duties include, but are not limited to the following

  • Conduct Quality Assurance (QA) review of Behavioral Health (BH) program files and monitor compliance as outlined by periodic audits from funding organizations (PacificSource/CCO\'s, OHA, etc), fidelity reviews, CARF, independent contractors and others as identified. Review records and other documents utilizing approved checklists and other approved QA tools and methodologies. Report findings, analyze outcomes, recommend strategies for improvement to Behavioral Health leadership.
  • Coordinate, monitor and evaluate implementation of plans of correction.
  • Develop and maintain QA planning and training activities, including facilitating at minimum annual review of plan; proposing recommended changes to BH leadership as needed, and recommending needed training based off QA/QI outcomes.
  • Collaborate and Coordinate with the MCHHSD data analytics team to plan, develop, maintain, and continuously improve QA review data collection and reporting system.
  • Facilitate BH Quality Council committee, including creating and presenting data reports, providing analysis of findings, reviewing QA/QI activities, and identifying recommendations for continuous improvement projects through regularly scheduled reports with analysis of identified problems, trends, and patterns related to compliance and requirements.
  • Develop and maintain BH Policies and Process Maps to assure they follow and reflect most current OARs, ORSs, and MHHSD policies and practices, including facilitating and recommending needed policy and process map revisions to BH leadership.
  • Provide training and technical assistance as needed to support quality assurance and quality improvement activities and provide quarterly QI plan to Executive Team.
  • Serve as liaison with auditors, including coordinating needed pre-review activities, coordinating the required Corrective Action Plan and strategies, and assuring all CAP activities have been completed.
  • Perform other duties as assigned by your supervisor.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command 100 and 700 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING * Associate degree in public or business administration or a closely related field; AND
  • Two years of responsible experience in program coordination, planning, development and evaluation; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
  • All positions must pass a criminal history background check. Conviction of a crime may not necessarily prohibit employment. Some may require additional clearance, including but not limited to national or state fingerprinting, CJIS clearance (Criminal Justice Information Services), or ORCHARDS (Oregon Criminal History Abuse Records Data System).
  • Must possess a current driver\'s license in the applicant\'s state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana.   • This is a full-time position, which is eligible for overtime.
  • Typical Schedule: Monday - Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of practices in local government and financial principles; organizational processes, budget preparation, and administrative techniques; methodologies of program development, assessment, and evaluation; and resource available to coordinate the development and operations in areas of specialty.

Skill and ability to communicate effectively both orally and in writing; produce and edit documents using appropriate spelling, grammar, and punctuation; conduct independent research; define and resolve operational and administrative problems and procedures; collect, evaluate and summarize data; prepare clear and concise reports, meeting information, minutes, and operational records; establish and maintain cooperative working relationships with other employees, other agencies, and the public; lead, direct, and participate in training and evaluating personnel.

PHYSICAL REQUIREMENTS
Stands; sits; moves about the work area; bends forward; climbs 1 floor of stairs; lifts and carries up to 5 lbs.; operates a keyboard; speaks with a clear and audible voice; reads a 12 pt. font; hears at a normal speech level; and may work in areas that are uneven.

Marion County offers a generous benefits package to regular employees working 50% or more of the regularly scheduled work week and their eligible dependents. Temporary employees and part-time regular employees working less than 50% of the regularly scheduled work week are not eligible for benefits.
