Your job in the department is to . . .

Oversee the delivery of rehabilitation and recovery services in the outpatient program, serving individuals with a serious and persistent mental illness and/or co-occurring disorder.

Your job also involves . . .

Completing required assessment and service planning activities and documentation for all clients enrolled in the psychosocial rehabilitation services in accordance with current applicable federal, state, and local standards, guidelines, and regulations, and as directed, to ensure that highest degree of quality client care can be always maintained. Overseeing and assuring delivery of evidence-based practices in individual group services to the defined population.

Essential Functions/Major Responsibilities

Program Development:

  • Establish and write program plans and curricula, working closely with Program Manager.
  • Work with behavioral health network and internal partners to identify gaps in service continuum, and address solutions that incorporate considerations from regional partners.
  • Regularly connect with system partners regarding progress of projects and regularly update leadership on goal tracking.
Coordinate service delivery with other Rehabilitation Staff:
  • Supervise the performance of all staff completing the assessments of individuals experiencing a behavioral health crisis.
  • Provide services to the community and location that are convenient to the individual and or their family.
  • Supervise staff and perform the assessments for individuals identified as Aid and Assist, PSRB and referred for post commitment investigations.
  • Complete performance evaluations of Continuing Care staff.
  • Perform assessments in a specialized area of behavioral health and participate in design and implementation of treatment.
  • Provide counseling services based on assessments and medical necessity, using evidence-based practices.
  • Prepare necessary records, reports, clinical evaluations, and correspondence to document work.
  • Lead regularly scheduled weekly team/staff meetings for administrative, clinical, and educational purposes to assure that client service needs are met.
  • Provide input to the performance evaluations of rehabilitation staff.
  • Consult with other agencies, regarding treatment and case management for persons under their care; serves as liaison between other agencies and the mental health clinic in developing and providing mental health services for shared clients or referrals as assigned.
Other functions:
  • Interact and convene with community partners and resources as necessary to assure population needs are being met.
  • Attend and participate in team meetings, trainings, and activities to further the health of the community.
  • Participate in on-going quality improvement and reports from data systems to guide and improve practice,
  • Use reflective supervision to evaluate and improve practice and take part in self-care activities.
  • Other duties as assigned.
Typical Qualifications

Minimum Education Level

Masters

Specifics: Master\'s degree in psychology, sociology, counseling, or related field

Minimum Experience Level

Two- Three years

Specifics: Experience in community mental health services.

Substitution Note: Any satisfactory combination education, experience and training that clearly demonstrates the ability to perform the work as determined by the Director.

Specifics: Must be able to obtain QMHP certification within thirty days of hire.

Oregon Driver\'s License required

Specifics: Current mental health licensure in Oregon (LCSW, LPC, LMFT) is required. The employee is required to maintain current and active licensures and certifications, as applicable, and to provide the appropriate verifications at the time of renewals.

Desirable Qualifications: Bilingual and/or bicultural competencies for the Latino population are desirable. Certification as a Certified Alcohol and Drug Counselor (CADC) or 120 hours of academic credit or CEUs in addiction treatment is desirable.

Knowledge of:
  • Principles and practices of supervision in a behavioral health setting.
  • Organizational and mental health management principles and strategies.
  • Principles and practices in Behavioral Health clinical delivery systems, regulatory requirements, evidence-based practice, trends, innovations, and reimbursement procedures.
  • Mental health service delivery to culturally diverse communities and individuals.
  • Program planning and development, evaluation, and quality improvement practices.
  • Functions and procedures of social service agencies.
  • Principles and practices of behavioral health treatment, including assessment, diagnosis, treatment planning, psychotherapy, and counseling techniques.
  • Behavioral Health screens and assessment tools and their application to the diagnosis and treatment of mentally ill persons.
  • Supervising principles.
Skill or ability to:
  • Advanced level skills in counseling techniques and ability to develop therapeutic relationships with clients.
  • Perform general mental health needs assessment and apply knowledge of needs and resources to development of services; deal professionally with persons who have mental and emotional disturbances, mental disabilities or alcohol and drug abuse problems.
  • Advanced level skills in psychotherapy and counseling techniques and ability to apply these skills to treatment of individuals with severe mental health conditions.
  • Develop therapeutic relationships with clients and their families.
  • Write clear and concise reports and client evaluations; comprehend and interpret laws, rules, and regulations.
  • Develop and maintain effective working relationships with supervisors and professionals in related disciplines.
  • Provide leadership in a manner that creates a culture supportive of staff and high-quality services.
  • Maintain client confidentiality in accordance with HIPAA.
  • Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.
  • Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).
  • Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.
  • Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.
Job Conditions and Physical Demands

WORKING CONDITIONS

Job Conditions: Normal working hours, however, additional hours may be required to meet other assigned duties. Position involves exposure to people with a wide variety of mental health problems and may involve exposure to potentially dangerous situations.

Work Location: Lincoln County

Travel: Travel to multiple clinic sites as part of job tasks.
