The \xe2\x80\x93 the Health Systems Division (HSD) is currently recruiting for a Behavioral Health Clinical and Quality Assurance Strategist (Operations and Policy Analyst 4). This position is accountable for provisions of evidence-based behavioral health care decisions for fee-for-service clients and overall program direction on special programs and projects related to behavioral health care services.

What you will do!
This position provides clinical behavioral health consultation regarding which health condition and medically appropriate treatment combinations are/are not covered under the Oregon Health Plan (OHP). In this role you will assist providers and clinical staff in determining if and which alternative treatments would be covered. Your critical thinking skills will be applied to account for a broad range of issues ranging from impact on people to cost containment. You are responsible to provide internal and external leadership direction and management of the behavioral health and care coordination contracts. Sometimes the results are not favorable to recipients of medical assistance or providers of services.

This position will serve as a liaison for various entities such as client advocates, stakeholders, partners, professional groups, and medical professionals. Formal presentations will be required along with an extensive knowledge of implementation processes for starting these entities.

This position requires expertise in written and verbal communication to write and update policies and OARs, in negotiating and contracting with carriers, and with marketing processes. It entails analyzing proposed legislation and to develop bill analysis and fiscal impact statements for legislative bills.

This position may require statewide travel and frequent contact with various internal and external entities. Some programs may benefit from knowledge, license or certification as a medical professional.

What we are looking for!

Preference will be given to those with a Master\xe2\x80\x99s or higher degree related to behavioral health.

A Bachelor\'s Degree in Public Administration, Behavioral or Social Sciences, or any degree related to behavioral health; and five years professional-level evaluative, analytical and planning work with health care programs.
OR;
Any combination of experience and education equivalent to eight years of experience professional-level evaluative, analytical and planning work with health care programs.

Requested Attributes:

Experience in advancing health equity, addressing systemic health disparities and collaborating with diverse, vulnerable and underrepresented populations; including effective delivery of culturally responsive and inclusive services, evidence of ongoing development of personal cultural awareness and humility, and understanding and applying principles related to health equity.

Experience developing, implementing policies and programs at the community, state, and/or national level that promote equity and inclusion and reduce disparities, with an emphasis on integrating the voice of consumers with lived experience.

Experience in working with Community Mental Health Programs, Behavioral Health Service Providers, Coordinated Care Organizations or other managed care entities and their leadership to guide operations and policies.

Ability to provide organizational leadership to support inter-and cross-agency collaboration and systems-wide changes that support advocacy, equity, and client-centered policies and solutions.

Strong communication skills across a variety of forms that demonstrate the ability to facilitate appreciative inquiry, foster trust and transparency, and promote human-centered change management.

Experience working with behavioral health systems and/or the justice system and/or multi-system work.

Specific knowledge of Medicaid Title XIX and XXI regulations and program requirements.

Specific knowledge of health services delivery systems; government health benefit programs, particularly Medicaid; and client rights related to those programs.
