GENERAL DESCRIPTION:

Under the direction of the Deputy Director, have programmatic, financial, and management responsibilities over a 1/3 region of the state sub-grantee programs. Responsible for writing and reviewing sub-grantee contracts for pass-through state and federal funding. Provide training and technical assistance to sub-grantee programs in the positions assigned 1/3 region of the state. Determine funding levels for sub-grantee programs and allocate appropriate funding levees from state and federal grant funds. Review sub-grantee program applications and budget narratives for the development of sub-grantee contracts. Execute grant award agreements by developing a sub-grantee contract in accordance with state and federal rules and regulations. Monitor sub-grantee performance for compliance with state and federal rules and regulations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Ability to manage up to 20+ programs funding reimbursements in a timely fashion. Understand how to prioritize tasks and what information is required to complete a task. The ability to identify deficiencies in a program\'s submission and timely resolve the deficiency in a respectful yet efficient manner.
  • Ability to travel statewide on a frequent basis for work. Ability to book and fund travel and submit for state reimbursement at the completion of travel.
  • Remain knowledgeable of crime victimization and understand non-profit organizations. Daily, answers questions by e-mail or telephone from executive directors of community-based victim service programs about the appropriate use of state and federal funds; Participate in the process for funding community programs including the methods to be used, applications for funding, evaluation by reviewers, tracking evaluator comments, providing technical assistance to reviewers, monitoring the recommendations for funding, articulating stipulations for eligibility of receipt of funds and reviewing the final award documents and contracts to ensure accuracy.
  • Serve as the primary point of contact for the 1/3 region of the state\'s sub-grantee community programs serving crime victims; provides guidance to executive directors and governing boards of community-based programs in policy development, implementation, strategic planning, and general management practices; monitors sub-grantee/contract compliance through examining data entered into Division database; conduct an annual risk assessment on sub-grantee programs for federal grant eligibility; assesses the benefit of services to the clients served and provides direction on conducting community assessments; analyzing complex administrative, operational, and fiscal practices by sub-grantees; conducts on-site inspections of community programs and analyzes the quality of services to victims of crime, how victim service providers collaborate with key partners, as well as measuring the level of community engagement.
  • Works with Division Director and Deputy Director in maintaining distribution formulas for state and federal funds that support sub-grantee programs. Responds to correspondence or requests for technical assistance from sub-grantees on utilization of federal and state funds relating to the operation of victim/witness, family violence, and sexual assault services in Wyoming; researches and recommends to Division Director and Deputy Director the state fiscal and administrative standards under which community family violence and sexual assault programs will operate; provide assistance to other program managers in issues involving the use of Division administered funds; regularly meet with Division Director and Deputy Director to provide technical assistance to them to ensure the Division is meeting federal reporting requirements relating to the use of federal funds and is meeting various compliance and reporting requirements.
  • Works with Division in submitting federal grant requests and in monitoring federal funds received; develops, recommends, administers, and monitors contracts with sub-grantees receiving state and federal funding; develops, maintains, and updates resources concerning crime victimization of all types. Researches and recommends to the Division Director and Deputy Director the state fiscal and administrative standards under which community family violence and sexual assault programs will operate; provide assistance to other program managers in issues involving the use of Division administered funds. Provides status reports to the Deputy Director and/or Director upon request.
  • Remain current with national issues concerning crime victimization and trends in policy and responds to legislation, and community and state requests for information. Aid the Division in the development of curriculum for sub-grantee contract compliance; conduct training seminars for sub-grantee programs; develop resources to facilitate training opportunities for sub-grantee programs. Regularly attends meetings and conferences where national issues involving victim services are discussed.
Qualifications

PREFERENCES:

Proven ability to work independently on time-sensitive tasks with the ability to prioritize tasks
Familiar with the reimbursement-based accounting scheme.

KNOWLEDGE:
  • Knowledge of the criminal justice system in Wyoming as it pertains to victims and witnesses of crime. Knowledge of crime victimization and services at the community level. Skill in identifying programmatic obstacles and the ability to help programs, staff, and victims navigate through challenges to obtaining services. Knowledge of non-profit organizations\' administration and operations. Skills in reading and understating policies, by-laws, and the ability to make solid recommendations to community boards about operations and administration of the program so they stay in compliance with their contracts.
  • Knowledge of collateral sources of payment for economic losses. Knowledge of policies and procedures regarding compensation and knowledge of state and federal statutes.
  • Knowledge of legislative process and community and state organizing. Skill requires testifying before legislative committees; understanding legislative protocols; preparing documents to be used by legislative members in forming state policy relating to victim services. Skill in reading and applying regulations and decision-making. Skill in developing contracts and agency administration standards.
  • Knowledge of victim dynamics and domestic violence theory. Skilled in public speaking and presentations to large groups. Skill in written communication involving complex thoughts and ideas. Knowledge of the dynamics of human behavior, the psychological, social, and vocational aspects, and best practices in working with victims of crimes. Knowledge of the broad spectrum of programs serving people with disabilities. Skills to deliver direct services to victims of crime.
  • Knowledge of developing, monitoring, and analyzing budgets involving multiple funding streams. Skill in working with personal computers using a variety of software. Ability to communicate effectively. Ability to resolve problems. Ability to coordinate efforts with multiple agencies and/or organizations. Ability to work with people from different backgrounds in a non-judgmental manner. Ability to organize on a state level. Ability to give and receive information requiring considerable judgment. Ability to apply work management techniques, work under pressure, work independently, and travel extensively.
MINIMUM QUALIFICATIONS:

Education:
Bachelor\'s Degree (typically in Business)

Experience:

0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist II

PHYSICAL WORKING CONDITIONS:
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, etc.
  • Special physical demands are not required to perform the work.
  • In-state travel is required as part of this position\'s responsibilities.
  • Some national travel may be required for compliance with federal grants.
