Job Description


The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents and providing services that promote population health, protect public health and the environment, and ensure residents\' equitable access to health services and information.

Works as a progressive leader leading a portfolio of public health preparedness programs and functional areas of emergency management including the emergency planning, training and exercises, and community preparedness programs.

Oversees and manages a portfolio of preparedness, coordination and administration of the response, and recovery programs including emergency planning, training and exercises, and community preparedness. Ensures the department\'s compliance with local, state, and federal emergency planning, training, and exercise requirements. Oversees the development and maintenance of the department\'s Emergency Operations Plan and all supporting documents and ensures the 24/7/365 accessibility of emergency plans to department personnel. Implements a whole-of-community approach to emergency planning to include timely and direct feedback from residents and community organizations and a focus on equity in emergency planning. Ensures efficient and effective coordination between emergency planning and training and exercise design and conduct. Oversees the development of the department\'s Integrated Preparedness Plan. Participates in and guides the work of the newly launched community health preparedness program and contributes to the goal of a more resilient community. Working under the direction of the Division Director, this position:

  • Serves as a subject matter expert on public health, emergency management, and preparedness practices.
  • Supports and coordinates program development and administration, budgets, personnel management, and strategic planning.
  • Provide leadership to assure that the Division of Emergency Preparedness and Response provides relevant, timely, and accurate preparedness, response, and recovery services to internal and external customers and partner organizations.
  • Addresses legal and contractual issues, organizational planning, fiscal responsibility, quality control and assurance, and participates in the development and implementation of public health policy.
  • Supervises staff and provides leadership guidance to program managers.
  • Fulfills a leadership role on the Health Department\'s Incident Management Team and serves in the Fairfax County Emergency Operations Center during emergencies. Represents the Health Department at local, regional, state, and national level groups and initiatives, as assigned.
Note: This is an emergency responder position. As an essential member of an emergency response organization, during an emergency activation, employee may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee\'s official position description. Required to work nights, weekends and be available for emergency activations as necessary.Thorough knowledge of management principles, methods, and practices;

Thorough knowledge of Federal, State, and County laws and regulations affecting emergency management services, and the ability to interpret and apply them correctly;
Knowledge of the organization and operation of the County government and its departments and agencies;
Ability to plan and manage the work of emergency preparedness and response staff;
Ability to develop measures to counteract/mitigate specific public health risks;
Ability to solve problems and resolve conflicts;
Ability to establish and maintain effective working relationships with subordinates, coworkers, associates, elected or appointed officials, public and private sector organizations, and the general public;
Ability to develop and implement short and long-term business continuity and emergency preparedness plans;
Ability to communicate clearly and concisely both orally and in writing;
Ability to adapt broadly defined policy guidance to specific situations;
Ability to meet deadlines and work under pressure;
Ability to analyze data and draw sound conclusions;
Ability to effectively manage, train and motivate employeesEMPLOYMENT STANDARDS:

(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for \xe2\x80\x9cAny combination, experience, and training equivalent to\xe2\x80\x9d) Graduation from an accredited college or university with a bachelor\'s degree in business administration, public administration, emergency management, public health, healthcare administration, or a related field; Plus six years of professional experience that included emergency preparedness and response management, two of which must have been at a supervisory/management level.

CERTIFICATES AND LICENSES REQUIRED:
Possession of a valid motor vehicle driver\'s license;
CPR (Required within 60 days)
AED (Required within 60 days)
Certificates of Incident Command Systems training - NIMS 100, 200, 300, 400, 700, and 800 within twelve (12) months from date of hire.

PREFERRED QUALIFICATIONS:
  • Extensive experience in and understanding of public health emergency preparedness and response and/or emergency management.
  • Expert-level knowledge of the Incident Command System (ICS), the National Incident Management System (NIMS), the National Response Framework (NRF), the Centers for Disease Control and Prevention\'s Public Health Preparedness Capabilities, and other recognized standards and best-practices in public health emergency preparedness and emergency management.
  • Experience supervising staff.
  • Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a diverse range of audiences
  • Extensive experience in the development, advancement, management, and resourcing of emergency response programs.
  • Experience managing a comprehensive emergency management and/or service delivery program.
  • Completion of ICS 300, 400, and All Hazards Incident Management Team (0-305) trainings.
  • Practical experience serving in ICS leadership roles (command and general staff) during real-world emergencies and experience working in an Emergency Operations Center
  • Experience delivering oral presentations to diverse audiences in formal and informal settings.
  • Strong organizational skills that reflect an ability to manage multiple priorities and time-sensitive projects and deliverables with excellent attention to detail
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a child protective services registry, and a driving records check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally works in an office environment but is also required to perform job duties outside of a typical office setting (e.g. healthcare facilities, warehouses, shelters) including outdoor settings in all-weather conditions and nighttime hours. Ability to drive a motor vehicle. All duties performed with or without reasonable accommodations.
