The Metropolitan Area Planning Council (MAPC) seeks to hire two individuals for a Spring/Summer 2023 cybersecurity internship. These individuals will assist the North Shore IT Collaborative with organizing, prioritizing, and administering freely available cybersecurity resources from Federal, State, and other public and private entities. Examples of resources include the CISA Cyber Infrastructure Survey, Cyber Resilience Review, penetration testing services, web application vulnerability management, etc. These positions will also aid communities in adopting the guidelines of the minimum baseline of support in order to help communities identify their cyber risks and begin the process of mitigating and remediating them. More technically advanced interns can assist with crafting and exercising incident response plans or automating defenses.
These positions will be within the MAPC Municipal Collaboration Department and will work extensively with staff from the North Shore IT Collaborative on a day-to-day basis. Primarily, work associated with these positions will focus on assisting communities on the North Shore of Massachusetts who belong to the Collaborative, with work expanding throughout northeastern Massachusetts when appropriate.
These internships are for students enrolled in programs in cybersecurity, computer science, information technology, emergency management, and related fields. The program, open to all qualified applicants, seeks to develop a pipeline of talented individuals from underrepresented backgrounds into the information technology/cybersecurity and emergency management fields. We encourage students from a broad spectrum of backgrounds who reflect the diversity of the Commonwealth of Massachusetts.

About the MAPC Municipal Collaboration Department
The Municipal Collaboration Department specializes in assisting local governments to work regionally by partnering with each other and private entities to make our communities safer. Our team of experienced professionals works with our stakeholders to further planning efforts in the region and to implement programs that help make the Commonwealth a safer place to live and work. We collaborate with other MAPC departments, as well as community partners, to promote smart growth and regional collaboration. Our team:

  • Serves as fiduciary for the Commonwealth\'s four homeland security councils, managing grants from the U.S. Department of Homeland Security via the Massachusetts Executive Office of Public Safety and Security (EOPSS). MAPC provides additional support to the Northeast Homeland Security Regional Advisory Council, serving as the program manager and facilitator of that group.
  • Serves as the Sponsoring Organization for the Region 3 Health and Medical Coordinating Coalition (HMCC), with funding for this work through the Massachusetts Department of Public Health - Office of Preparedness and Emergency Management. The HMCC is a regional collaborative effort between local Public Health, EMS, Long Term Care Facilities, Large Ambulatory Care Practices, Community Health Centers, and Hospitals to strengthen and promote the emergency preparedness and response capabilities of the region and to share resources.
  • Provides emergency preparedness support to municipalities including the development of emergency preparedness plans and establishment of regional emergency preparedness teams. This support also includes the design, development, and delivery of emergency preparedness and response trainings, drills, and exercises for public and private sector stakeholders, as well as the general public.
  • Oversees the Metropolitan Mayors Community Safety Initiative (CSI), a collaborative effort of 8 communities in the metropolitan Boston region. The CSI is funded by EOPSS and brings together police departments and social service agencies to address youth violence and gang involvement through law enforcement, job training, and after-school programs.
About the North Shore IT Collaborative
The North Shore IT Collaborative was formalized in July 2021 to address an array of common information technology challenges among local governments on the North Shore of Massachusetts. The 7 communities that make up the Collaborative are Danvers, Middleton, Topsfield, Wenham, Hamilton, Essex, and Manchester-by-the-Sea. The Collaborative defines annual goals and works as a group towards their achievement each year. Member communities retain local control and voting rights in collaborative decision making. The group identifies shared information technology needs and designs a regional approach to address them, leveraging distributed expertise and economies of scale. Respective municipal leadership meets monthly to discuss ongoing projects and define the strategic direction of the Collaborative.

Responsibilities (including but not limited to)

These positions will report to the Northshore IT Collaborative Manager in conjunction with MAPC staff. Interns will be working remotely, but will be expected to conduct business meetings in the North Shore region/Town of Danvers approximately once a month.

Specific duties will include:
  • Collaborate with the team to conduct stakeholder cyber analyses and develop and maintain a database of stakeholders\' cyber efforts;
  • Research and draft memoranda on relevant hybrid meeting and engagement technologies, policy issues, and municipal programs;
  • Help to organize and staff stakeholder meetings, as well as provide note-taking and administrative support;
  • Work with the team to engage cyber leaders at the Local/State/Federal level around regional cyber planning and local IT processes;
  • Enter and analyze data;
  • Assist the team in automating defensive measures and countermeasures to enhance defense-in-depth; and
  • Write incident response plans and exercise development to validate incident response capabilities.
Occasional evening, early morning, and weekend virtual meetings, and local travel are a responsibility for this position. MAPC does not require that you have a vehicle; however, you must have a valid driver\'s license and/or the ability to arrange transportation to meetings in different parts of the region.

Qualifications

Applicants must be a currently enrolled undergrad or graduate student studying the following: cybersecurity, computer science, information technology, emergency management, and related fields or have relevant work experiences.

The successful applicants will demonstrate all or most of the following skills or exposures:
  • Exposure to cybersecurity services through coursework, internships, or other means
  • Interest in information technology, cybersecurity, and emergency management
  • Experience with cloud or on-prem solutions such as Azure, AWS, Microsoft Server or Linux
  • Experience with coding: C or Python with Github change control
  • Knowledge of defensive cybersecurity tools including: Kali Linux, Nessus, EDR-IDS-IPS solutions, and vulnerability scanners like Nessus or Shodan
  • Knowledge of security frameworks such as NIST 800-171 or NIST 800-53, or CIS Controls and Federal Emergency Management Agency (FEMA) frameworks
  • Understanding of Operational Technology (OT)
  • Enterprise level networking
  • Strong writing skills, data analysis, and research capabilities
  • M/S Office suite proficiency

Compensation and Benefits
There are two positions available.
This is a paid internship with an hourly rate of $ 17.00 - $21.00, depending on qualifications. The internship is part-time (10-20 hours per week and up to 360 hours that is deliverable based). Hours can remain flexible for interns during their school year, with a potential option to increase hours during the summer months. The position is for the Spring/Summer of 2023. To qualify as an intern, individuals must be enrolled in an academic program, provide written verification of their status, and agree to a scheduled end date upon hire. The intern will provide their own laptop or computer for purposes of completing the above work. Work will be conducted remotely.
