Job Description


The Associate Senior Counsel, Care Solutions (Associate Senior Counsel) position will provide strategic legal advice and provide counsel on a variety of legal matters related to behavioral health, including development and go-to-market strategy for new solutions and modifications or enhancements to existing solutions, legal and business strategy, network solutions, and regulatory matters, while working alongside the Care Solutions business teams.

Key member of the Evernorth Care Solutions Legal Team, serving as a legal advisor to the Cigna\xe2\x80\x99s Evernorth business. Counsel will primarily focus on providing legal guidance and solutions for regulatory and contract challenges impacting Evernorth Behavioral Health. Primary responsibility includes counseling the business with respect to behavioral health matters, including, but not limited to, network contracting, client contracting, product development, go-to-market strategy, intercompany contracting, and regulatory matters.

The Associate Senior Counsel must partner effectively with colleagues in Enterprise Compliance, Cigna Legal, and clinical and business areas across the organization to ensure that legal and compliance risks are mitigated effectively. Additionally, the Associate Senior Counsel must work with business partners to ensure that new initiatives and products can be operationalized in a legal and compliant fashion.

The successful candidate will operate as a thought partner and collaborate with behavioral leadership and other internal professionals. This position requires a customer-focused mind-set and a keen understanding of the perspectives of key stakeholders, including business leaders, Cigna\xe2\x80\x99s customers and clients; and regulators and enforcement agencies.

This role requires seasoned judgment, significant healthcare transactional experience, strong regulatory expertise, business understanding, the ability to negotiate directly with clients, the ability to work independently, comfort with working through ambiguity, and strong attention to detail. The Associate Senior Counsel must gain an understanding of Evernorth\xe2\x80\x99s behavioral health business and related integrated solutions, and develop the ability to provide counsel to support novel and complex contract arrangements and product offerings.

The Associate Senior Counsel must gain an understanding of applicable state and federal laws and regulations, including: laws pertaining to mental health parity, network contracting, utilization management, third party administrators, risk-bearing or capitated arrangements, and federal and state privacy laws and regulations (including the HIPAA Privacy Rule).

Key Responsibilities:

  • Serve as an extended team member and thought partner for leadership of Evernorth Care Solutions; Behavioral Health team
  • Through the provision of innovative legal counsel, support the behavioral health team by ensuring compliant administration of the segment\xe2\x80\x99s operations and products;
  • Coordinate with fellow Legal and Enterprise Compliance partners to ensure the business partners are receiving consistent legal and regulatory support and are apprised of key risks and issues in a timely manner;
  • Legal support for network contracting and network management of behavioral health providers;
  • Promotes a culture of compliance, accountability, transparency and ethical decision-making.
Qualifications:
  • Juris Doctor required.
  • 7+ years of legal experience in Behavioral Heath
  • Understands the importance of supporting business leaders to enable sustainable growth.
  • Adept at interacting with internal and external clients and business partners.
  • Highly collaborative individual with the ability to influence others and build strong professional relationships.
  • Consistent sound judgment and incisive, three-dimensional analytical abilities.
  • Outstanding verbal and written communications skills.
  • Strong, independent decision-making ability \xe2\x80\x93 leads by example.
  • Intellectual flexibility; adept at reassessing priorities to ensure that internal and external expectations are fulfilled.
  • Strong ability to navigate through barriers to drive successful initiatives throughout the business.
  • Ability to multi-task and appropriately prioritize and manage multiple projects under tight deadlines.
Position Location: Hybrid \xe2\x80\x93 Remote & In-office (Bloomfield, CT; Bluffton, SC; Nashville, TN; and St. Louis, MO)
