About the Department

The Office for Institutional Equity and Diversity (OIED) is committed to fostering an inclusive, accessible, and diverse intellectual and cultural campus experience at North Carolina State University (NC State). The OIED facilitates and supports efforts to ensure equity and equal opportunity, offers diversity education and training, and promotes inclusive excellence among students, faculty, and staff. There are four OIED units: Campus Community Centers; Inclusive Excellence and Strategic Practice; Equal Opportunity and Equity; and Bias Impact Response. These units collaborate to ensure accountability to compliance, policy, and community care standards. They also monitor and respond to campus climate needs, facilitate equity and inclusion assessment, education, and training, and support underrepresented and marginalized identity groups within the NC State community.

Equal Opportunity and Equity ( EOE ) Unit
The Equal Opportunity & Equity (EOE) section of OIED strives to make NC State university a discrimination-free, harassment-free environment for faculty, student, and staff to work, live, and learn. The EOE unit is responsible for managing and monitoring the university\xe2\x80\x99s equal opportunity and compliance activities. The EOE oversees university equal opportunity policies, responds to complaints, conducts investigations, develops and delivers training and educational outreach to campus, as well as provides consultation to supervisors and managers regarding equal opportunity concerns and initiatives.


Essential Job Duties

Overview of the Position
The assistant equal opportunity officer is a 1.0 FTE position within the Office for Institutional Equity and Diversity (OIED) . This position reports to the Associate Vice Provost for equal opportunity and equity within the Office for Institutional Equity and Diversity.


Duties and Responsibilities



Job responsibilities include but are not limited to the following:

  • Process, investigate and mediate complaints of discrimination, harassment, and retaliation from students, faculty and staff at NC State in a manner compliant with federal, state, and UNC system requirements.
  • Conduct prompt, equitable and impartial administrative investigations into complaints including identifying and interviewing parties and witnesses, gathering and assessing information relevant to the investigation, and applying relevant policies and regulations.
  • Develop and prepare comprehensive investigative reports based on the investigation findings.
  • Develop outreach programs and provide training to students, faculty, and staff at NC State related to Equal Opportunity and equity policies.
  • Assist in the development and implementation of training programs for faculty, staff, and students on equal opportunity, non-discrimination, Title IX and other related topics.
  • Consult with managers and supervisors to provide informal resolutions strategies for student, faculty, and staff complaints
  • Conduct/facilitate educational opportunities for the university community (e.g., open enrollment classes, IESP workshops, New Student Orientation etc.)
  • Advise university community on equal opportunity compliance issues
  • Educates the NC State community about affirmative action, equal opportunity laws, harassment, discrimination and other equal opportunity issues.
  • Develops and analyzes ad hoc and standardized data reports related to compliance activities, equal opportunity initiatives, outreach and education, etc.
  • Partners with the Associate Vice Provost on affirmative action planning, and utilization and analysis of data (including data entry), and approving employment actions consistent with NC State policies.
  • Facilitates an interactive process for employees seeking disability, religious, and pregnancy-based accommodations.
  • Maintains accurate case management data files.

Qualifications



Minimum Education and Experience
  • A minimum of a J.D. or a Master\xe2\x80\x99s degree and one year of experience working in the area of law, mediation, civil rights, human resources, diversity, psychology or other related field or equivalent professional training and experience may be substituted for the advanced degree on an exceptional basis.
  • Experience conducting investigations including preparation of investigative reports, and making determinations of policy violations.
  • Experience with complaint investigation or dispute resolution

  • Excellent communication (both oral and written), research, public speaking, investigation and mediation skills
  • Ability to maintain confidentiality, problem-solve, use responsible independent judgment, and work with a diverse community
  • Demonstrated commitment to the principles of affirmative action and equal opportunity
  • Ability to collaborate with campus partners
  • Knowledge of the principles, practices, and procedures of affirmative action and equal employment opportunity regulations
  • Ability to work with ADA compliance, including determining disability-based accommodations
  • Ability to respond in a professional demeanor in high pressure situations
  • Demonstrated knowledge and experience with implementation of equal opportunity laws (particular emphasis on Title VII, Title IX, Campus SaVE Act, and ADA) policies, and processes



Preferred Qualifications
  • Experience working in equity-related field
  • Demonstrated experience designing outreach and education programs
  • Experience with successful grant writing, performing statistical analysis, and professional work in a higher education environment
  • Ability to mediate and resolve conflicts when appropriate.
  • Experience with compiling and developing Affirmative Action/Equal Employment Opportunity (AA/EEO) plans.
