The City of Richmond seeks an Assistant City Attorney to handle cases in federal and state trial and appellate courts. Experience handling employment cases and worker\'s compensation claims would be preferred. The position will undertake other assignments as needed. The successful candidate must be a member of the Virginia State Bar. This position is responsible for protecting the legal interests of the City of Richmond and providing legal services and representation and advice to City officials, employees and departments. The position is responsible for reviewing legal matters, providing appropriate counsel, and initiating or responding to legal actions. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision.

Duties include but are not limited to

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of Appeals process in both state and federal courts; Computer programs such as Microsoft Office Suite; electronic databases and related software applications such as Fastcase, Lexis, Legal Files, etc. Knowledge of elements that must be proven in court for each hearing type; laws related to area of focus; local rules of court for Richmond, Henrico, Chesterfield, and any other court where cases may be heard. Knowledgeable of standard office equipment such as computer, telephone, etc.; public procurement laws and regulations; Rules of evidence; Various burdens of proof that are required for court cases; Virginia and Richmond laws concentrating on code enforcement for area of focus and Virginia civil and criminal procedures and processes.

Demonstrated skills arguing persuasively based on laws and facts; communicating with various internal and external departments; conducting effective meetings; ensuring witnesses certify as experts on the witness stand; handling the trial of a jury case from start to finish; learning new subject matters quickly and thoroughly; making modifications to program procedures as needed; making procedural decisions in the prosecution and litigation of cases; managing programs in area of focus, including high-volume programs; managing staff via supervising, scheduling, setting goals, assigning work, etc.; presenting and interviewing expert witnesses; providing legal services to the City, its staff, and City Council. Skilled in recognizing issues that require legal research; researching legal issues; writing, reviewing, and drafting various documents such as legal memorandums, letters, contracts, pledges, etc. using the appropriate evidence to persuade the fact finder during hearings; using discretion to determine whether or not a Guardian and Conservator is necessary for an individual in a particular case; and oral and written communication skills.

MINIMUM TRAINING AND EXPERIENCE:
  • Juris Doctor degree
  • Up to four years of progressively responsible legal experience
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
  • Admission to the Virginia Bar
  • Licensed to practice law in Virginia
  • Independent admission to the bars of individual courts as necessary (e.g., United States District Court, United States Court of Appeals for the Fourth Circuit, etc.)
  • Twelve hours of continuing legal education annually
  • Compliance with additional requirements that may be established by the City of Richmond
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFFERED TRAINING AND EXPERIENCE:
  • Experience handling employment cases and worker\'s compensation claims would be preferred.
