Columbiana County Humane Society is a 501(c)(3) nonprofit organization. We are committed to protecting animals from cruelty, providing shelter and medical care for animal victims, and promoting humane education and responsible pet ownership. In partnership with the county and community, we operate as both an adoption center and a public service agency.
Position Summary:
The Animal Shelter Manager oversees daily operations of the animal shelter, ensuring high standards of animal care, customer service, staff supervision, and community outreach. This leadership role includes close coordination with local law enforcement and animal control to support humane investigations, emergency response, and legal compliance.
Key Responsibilities:
Shelter Operations & Animal Welfare
Direct all aspects of animal care, including intake, housing, medical treatment, behavior evaluations, and adoptions
Ensure shelter protocols meet or exceed state/local regulations and industry best practices
Coordinate with veterinary professionals to provide timely medical care and spay/neuter services
Implement shelter policies related to intake, quarantine, disease control, and euthanasia when necessary and in accordance with humane guidelines
Staff, Volunteer & Program Management
Hire, train, supervise, and evaluate shelter staff to ensure efficient, compassionate, and safe operations
Collaborate with the Volunteer Coordinator to support and grow the shelter's volunteer program
Promote a culture of compassion, accountability, and teamwork among staff and volunteers
Law Enforcement Collaboration
Serve as the primary shelter liaison with local law enforcement and animal control agencies
Assist in the intake, documentation, and care of animals involved in cruelty, neglect, abandonment, or hoarding cases
Testify in court as needed and provide supporting documentation for investigations and prosecutions
Respond to law enforcement calls regarding seized animals, emergency sheltering needs, or dangerous animal holds
Help train staff on proper evidence handling, documentation, and safety in conjunction with legal procedures
Community Relations & Public Education
Represent the shelter in community events, public meetings, and local coalitions
Develop and promote public education initiatives on topics such as pet responsibility, animal safety, and humane treatment
Address public concerns, complaints, and adoption inquiries with professionalism and compassion
Administrative & Financial Oversight
Manage shelter operations budget, including payroll, supplies, and vendor contracts
Maintain accurate and complete records for all animals, incidents, and shelter activities
Provide reports to the Board of Directors as requested
Assist with grant writing, donor relations, and fundraising initiatives in collaboration with the development team
Qualifications:
Associate's or Bachelor's degree in Animal Science, Public Administration, Nonprofit Management, Criminal Justice, or related field (or equivalent experience) preferred
Minimum 3 years of animal sheltering, humane society, or animal control experience
At least 1-2 years of staff supervisory experience required
Experience working with law enforcement or animal protection officers highly preferred
Strong knowledge of animal welfare laws, shelter management, and humane animal handling practices
Proficiency in shelter software (e.g. PetPoint, Petfinder) and basic computer skills
Strong organizational, communication, and crisis management abilities
Ability to handle sensitive and emotional situations with discretion and professionalism
Proven experience in dog training, veterinary technician or assistant roles is highly desirable.
Strong background in animal handling, including experience with various species such as dogs, cats, and equines.
Familiarity with animal restraint techniques and pet grooming practices is beneficial.
Excellent customer service skills with the ability to communicate effectively with diverse populations.
Physical Requirements:
Ability to lift up to 50 pounds
Work in an active shelter environment with exposure to animals of varying temperaments
Able to stand, walk, and perform physically demanding tasks for extended periods
