What you will be doing:

This position will be working as a member of the Information Technology Section (ITS), Business Applications (BA) team on a variety of custom data applications, some that that are vendor provided and some that are developed in house. The position will support software development within the Department of Health (DOH). New development projects in the DOH utilize C#/.NET and MS SQL Server. We have many legacy applications utilizing a wide variety of technology stacks. The successful candidate for this position will have strong analysis skills, strong web development skills, MS SQL Server/Oracle experience and skills, the ability to manage quickly changing priorities, and outstanding written and oral communication skills. Key responsibilities will include: performing front line support for existing applications; gathering and documenting requirements for enhancements to existing applications; application development using C#, .NET, MS BizTalk, MS SQL Server or Oracle; creating and maintaining technical documentation; daily communications with DOH ITS business partners using multiple business communication platforms including teleconferences, and face-to-face meetings.

Who we are looking for:
The DOH is seeking a highly motivated, dynamic individual that will work with a team of Analyst/Programmers in planning, developing, maintaining, and implementing information systems to help improve the quality of life for Alaskans. The successful candidate for this position will have strong analysis skills, strong web development skills, Relational Database experience and skills, the ability to manage quickly changing priorities, and outstanding written and oral communication skills. We desire a candidate who demonstrates the following competencies/knowledge, skills, and abilities:

  • Strong working knowledge of Relational Databases; prefer MS SQL Server and T-SQL
  • Strong working knowledge of C# and the .NET Framework
  • Ability to work with technical and non-technical staff on daily data questions and issues
  • Ability to communicate technical issues and ideas verbally and in writing to an audience of all technical levels
  • Excellent problem-solving abilities and adept at learning new technologies

Minimum Qualifications
Analyst/Programmer 2:
One year of computer programming experience in a recognized computer language. One year of the experience must have been in a business application, scientific application, microcomputer or computer system user support specialty. Substitution: A bachelor\'s degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for all of the required experience. An associate\'s degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience. Special Note: An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty. Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements. For some positions in these job classes, a background investigation including fingerprinting is required. Analyst/Programmer 3:

FLEXIBLY STAFFED

This position is flexibly staffed. This vacancy may be filled at either the 2, 3 or 4 level depending on the applicant\'s training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level of the position. If filled at the Level 2, promotion to the Level 3 will only occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class and final approval by supervisor. If filled at the Level 3, promotion to the Level 4 will only occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class and final approval by supervisor.
