Position Overview


This position serves as the assistant to the Land Reclamation Division\'s Southern District Supervisor to ensure that inspection reports, enforcement documents, permitting action documents, and general correspondence documents are edited, corrected, and telecommuted to the Springfield Office for signature and mailing.

Job Responsibilities


1. Serves as staff assistant to the Land Reclamation Division (LRD) Southern District supervisor:
  • Assists in the administration and coordinator of the Surface Coal Mining Land Conservation and Reclamation Act.
  • Serves as a liaison with management and clerical staff for current LRD program and procedures relating to Office of Surface Mining Reclamation and Enforcement (OSMRE)
  • Coordinates, collects, and transmits inspection reports, enforcement reports, permitting actions, correspondence from inspections requested by citizens.
  • Ensures that documents are compliant with regulatory standards.
  • Collects inquiries and distributes inquiries to LRD staff requiring a response to industry and citizens.
  • Maintains and updates electronic spreadsheet of all documents telecommunicated to Springfield LRD Office.
  • Makes all arrangements for public hearings and informal conferences including reserving meeting spaces, court reporters, and providing appropriate documentation for hearings and conferences.
  • Manages the Southern District Office vehicle fleet by collecting all gas receipts, mileage reports, and maintenance vouchers for LRD.
  • Provide monthly vehicle maintenance report to management.
  • Tracks and ensures that annual vehicle inspections are completed.
  • Manages monthly tracking to ensure General Inspection Reports meet regulatory compliance obligations.

2. Coordinates Purchase Requests for the LRD Office:
  • Reviews existing operations and budget requests in order to generate purchase requests for LRD expenditures.
  • Determines which budgetary fund will cover purchase and transmit to Fiscal for approval.
  • Ensures proper signatures are obtained for processing of purchase requests and invoice statements.
  • Transmits purchasing documents to Fiscal.
  • Maintains the database for fiscal year purchasing.
  • Completes documents, forms and requests for staff travel to trainings, meetings, and conferences.
  • Completes training nomination forms, training needs surveys, instate and out of state travel requests and travel arrangements for LRD staff.
  • Generates travel vouchers and obtains proper signatures for reimbursement to LRD Staff.

3. Serves as working supervisor:
  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Prepares and signs performance evaluations.

4. Serves as a liaison with management personnel within the agency:
  • Distributes and collect new employee documents.
  • Arranges computer access.
  • Sets up phone service, issues field gear and assigns vehicles.
  • Participates in supervisory staff meetings providing section administrators with input and direction into operational methods.
  • Meets with Administrative staff to discuss policies, procedures and future projects such as E-permitting and document processing.

5. Timekeeper for the LRD staff:
  • Maintains time and attendance records.
  • Reviews official leave requests for completeness and proper signatures.
  • Records all entries on employee timesheets in compliance with the Agency\xe2\x80\x99s Timekeeping Handbook Procedures.
  • Maintains the current listing of LRD staff work schedules.

6. Serves as the inventory coordinator for the LRD Southern District Office:
  • Maintains inventory for office supplies, equipment and paper goods.
  • Conducts physical inventory and certification of Benton LRD equipment and computers.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications


  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with course in public or business administration.
  • Requires one year of professional experience in a public or private organization, or completion of an agency approved professional management training program.


Preferred Qualifications


  • One (1) year of knowledge and editing of inspection reports.
  • One (1) year of inventory experience.
  • One (1) year of knowledge of timekeeping duties.

In addition, the office is charged with ensuring the health and safety of the thousands of mine workers through the Mine Safety and Training Division, and through administering the Abandoned Mined Land Reclamation program, provides reclamation ensuring public and environmental safety from abandoned mine sites. Work Hours: Mon. - Fri. 7:30AM - 3:30PM with 1/2 hr. lunch.
