Purpose of Job
The purpose of this job is to perform supervisory/administrative work function associated with managing the Communications Division. Duties include but are not limited to: Overseeing, administering, and managing daily operations of the 911 Communication Center, overseeing and coordinating all staffing needs, training personnel, compiling reports, preparing budgets for Central Communications, and being responsible for ensuring that quality service is provided to internal and external customers with emergency and non-emergency requests.

Job Related Requirements Work schedule Monday through Friday 8:00am to 5:00 pm May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC\'s safe driving policy.

Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

Bachelor\'s degree in Business, Public Administration, Management, Public Relations, or related field with four years of progressively responsible experience in communications, emergency management or related field required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Three years supervisory experience required.

Must possess a valid driver\'s license.

Must successfully complete GPSTC\'s 40-hour Georgia 911 Directors\' Academy course within the first year of employment.
Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises staff to include prioritizing and assigning work; designing work processes, conducting performance evaluations, ensuring staff are trained; ensuring rules, regulations, policies, and procedures are followed, maintaining a healthy and safe working environment; and, plans for staffing needs, making hiring, termination, and disciplinary recommendations.

Leads, manages, and evaluates assigned staff, handles all employee concerns, directing work assignments, counseling, coaching, mentoring, development of followership, and disciplining employees when necessary, as well as leading and managing the employee performance appraisals system.

Ensures the consistent development and delivery of presentations within Departmental meetings as well as to applicable community meetings information that includes accurate and timely intelligence data, rapid deployment of personnel and resources, and relentless follow-up and assessment as on-going, strategic departmental and community initiatives to negate crime trends and sustain a positive work environment.

Develops, implements and monitors a quality assurance program that addresses the delivery of service by the Communications Division. Develops and implements short- and long-range goals for the department; establishes priorities and deadlines for improving law enforcement services.

Ensures complaint reception and processing meets Commission on Accreditation for Law Enforcement Agencies Standards.

Monitors workloads to ensure proper management of staff.

Maintains and increases professional knowledge, skills, and development by attending seminars and training programs, and through trade and professional publications.

Assists in the development of annual operating budget for the department; monitors, administers, and controls approved budget.

Negotiates within Finance Department policies contracts on radio equipment, communications equipment, computer systems, telephone system, and other technologies.

Maintains attendance and punctuality within customer tolerances for this position.

Develops, implements and monitors an approved standardized training program for Communications Center personnel, ensures ongoing training is available, and creates an environment that fosters continuous learning and development for personnel.

Compiles and/or tracks various administrative and/or statistical data pertaining to communications division operations; performs basic research as needed; makes applicable calculations; analyzes trends; prepares or generates reports; maintains records.

Represents the department at various functions such as making speeches at civic and business associations, meeting with developers, officials, and citizens to establish goodwill and resolve/respond to issues.

Responsible for research, approval and recommendations for the implementation, configuration, maintenance and supervision of enhanced 911 and CAD communications systems, including hardware, software and associated equipment.

Coordinates deployment of wireless technology and contracts with outside vendors.

Collects analyzes, prepares, recommends and reports on data concerning budget preparation, grant administration and personnel analysis.

Maintains and monitors the CALEA national standards and ensures that the Communications Center meets all requirements to maintain certification.

Conducts initial investigations regarding complaints/issues about Communications Center personnel as directed by departmental written directive system.

Attends staff meetings, confers and counsels with members of upper management on key issues as required.

Assists in the development of long term goals for communications division activities, programs and equipment.

Assists with special projects and assignments as requested.

Ensures compliance with all facets of emergency medical dispatch program (EMD), ensures ongoing compliance with requisite certifications and conformance to accepted medical protocols.

Performs other related duties as required.

Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Police Department as they pertain to the performance of duties relating to the position of Communications Administrator.

Knowledge of the terminology used within the department.

Knowledge of applicable federal/state statutes, local ordinances, departmental policies and procedures, and departmental methods as required in the performance of duties.

Knowledge of regulations and procedures of state and national crime information centers, the geography and road system of Athens-Clarke County, dispatching procedures, and radio codes used by Police, Sheriff and Fire Departments.

Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.

Ability to communicate effectively with supervisors and other staff members.

Ability to use independent judgment in routine and non-routine situations. Ability to handle required mathematical calculations.

Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Ability to plan, organize, and/or prioritize daily assignments and work activities.

Ability to comprehend and apply the regulations and procedures of the department.

Ability to use independent judgment and discretion in supervising subordinates including the handling of emergency situations.

Ability to operate various equipment, including a computer, copier, telephone, recorder, and radio/communications equipment.

Ability to communicate orally and in writing, ability to deal with the public, ability to make decisions accurately and rapidly, and maintaining records and writing reports.

PHYSICAL REQUIREMENTS
: Must be physically able to operate a variety of machinery and equipment including a computer, copier, telephone, recorder, and radio/communications equipment. Must be able to use body members to work, move or carry objects or materials.
