SUMMARY
Performs difficult work supervising Youth Program Officers, implementing the camp programs, and the daily operations of the camp; assuring the safety, health, and welfare of the youth while using counseling, educational, and life skills to build character and encouraging the youth's successful transition into their community; acting as a representative of the Camp to outside organizations or entities, as directed; performing related work as apparent or assigned.This is a safety sensitive position and is subject to random and pre-employment drug and alcohol screening.

ESSENTIAL FUNCTIONS

Manages and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations; ensures appropriate scheduling of staff to ensure proper operational coverage; reviews and approves employee timesheets
Participates in on-call supervisory rotation as assigned, responding to urgent operational needs, making critical decisions outside regular business hours, and providing guidance to staff to ensure continuity of operations and compliance with safety, policy, and legal requirements.
Operates with a high degree of independence and reliability, requiring minimal oversight from administration.
Maintains order, observes individual and group dynamics to identify potentially high-risk youth; assesses behavior; determines rule infractions and action to be taken.
Conducts group and individual counseling to youth; participates and assists with the planning, development, and management of programs; ensures the health, safety, and welfare of youth and staff.
Provides clear, direct, and decisive supervision to subordinate staff by setting and communicating expectations, delivering timely feedback, mentoring, and addressing performance or conduct issues promptly and consistently.
Prepares and presents training sessions for staff in proper work techniques and behavior.
Presents and provides development sessions for youth; provides for and oversees youth in the care and maintenance of grounds and buildings; supervises and instructs youth during work details, sports activities, and wilderness excursions.
Conducts Prison Rape Elimination Act (PREA) assessments in buildings, sleeping areas, and dining areas; performs/supervises physical searches of youth in order to prevent contraband; supervises interactions in public settings and activities involving the public.
Participates in regular supervisory/management meetings; assists in the development and composition of policies, procedures; pursues training opportunities for professional growth and camp improvement.
Proactively identifies and resolves operational issues, applying advanced problem solving and informed decision making based on safety considerations, policies, procedures, statutory requirements and best practices.
Administers prescription and non-prescription medication; documents administration of medications; provides first-aid as required; observes, reports and documents all symptoms of illness/disease.
Maintains a variety of files, records, event logs, charts and other documents; gathers, compiles and analyzes data for management purposes; maintains appropriate records and prepares and distributes reports, as required, to appropriate parties.
Uses County vehicle to perform various tasks related to job duties.
Maintains professional and ethical boundaries in all work-related interactions by adhering to organizational policies, respecting confidentiality, and exercising sound judgment when engaging with clients, colleagues, and the public. QUALIFICATIONS

MINIMUM QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
Bachelor's degree in Psychology, Counseling, Behavioral Science, Sociology or a closely related field and five (5) years of experience providing crisis intervention, de-escalation and behavior management techniques for juveniles; OR an equivalent combination of education, training and experience.
CERTIFICATIONS
+ Must be a minimum of twenty-one (21) years of age at date of employment.
+ Valid Driver's License
+ First Aid, CPR, and bloodborne pathogen training within six (6) months of employment.
+ JIREH Level A Certification within six (6) months of employment.
+ Prison Rape Elimination Act (PREA) training within six (6) months of employment
+ PREA Investigator Certification within six (6) months of employment.

Compensation
Douglas County's compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee's anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.
