GENERAL FUNCTION

: The Youth Employment Services (YS) Coordinator oversees the services provided to Alaska youth, including the administration of the WIOA Youth grant. This position provides leadership, operational support, and complex administrative support to ensure the delivery of the YS program.

WIOA promotes accountability and transparency through negotiated performance goals, fosters regional collaboration within states through local workforce areas, and ultimately helps lead youth into careers that will encourage future financial self-reliance.


MAJOR RESPONSIBILITIES

:

Provide pragmatic, goal-oriented case management to assist youth in goal attainment and barrier removal. Supervise, direct, evaluate/train, and support staff on WIOA regulations and the 14 Elements of Service, and coach staff in the completion of mandated duties. Create and maintain professional partnerships and agreements with other organizations, with improved customer-focused services and improved communication across the workforce system. Maintain close communication with staff from the AWIB to remain in compliance and to report in a timely and accurate manner. Ensure accountability for employment results and report employment and earning outcomes monthly with comprehensive documentation in place. Identify and provide training and work program opportunities for job seekers. Strengthen employer engagement and services to businesses through on-the-job training, internships, and registered apprenticeships for all participants. Take initiative to expand the YS program by working closely with other Nine Star Directors and Executive Staff, engaging in community outreach, and securing other funding sources to support youth services. Complete programmatic reports to the Board of Directors and to the database administrator. Ensures financial tracking of youth payrolls and supportive services, and all data related to monitoring and administering all facets of the youth grant. Review each active and follow-up case file to ensure documentation and compliance to regulations. Pull detail reports to direct staff on required case management timelines. Closely monitor all administrative details, including but not limited to site agreements, timesheets, pay notices, work plans, etc., to ensure compliance and participant success.

KNOWLEDGE, SKILLS & ABILITIES

:

Demonstrate an expert-level knowledge of the WIOA rules and regulations, and experience and proficient use of the AlaskaJobs system. Knowledge of Google Workspace, Microsoft Office, FileMaker Pro, and other office software applicable to administering a grant. Knowledge of grant management and nonprofit fiscal practices. Knowledge of program evaluation and development according to WIOA. Knowledge of standardized testing requirements and policies. Knowledge of principles of community outreach, engagement, and development. Knowledge of principles and methods for promoting programs and services. Encourage team collaboration and foster a positive and productive work environment. Display a friendly attitude with all staff, youth, and programmatic /community partners. Employ active listening skills to encourage communication with participants and staff. Professional, approachable, and assertive. Demonstrate a strong willingness to take on new tasks and learn new skills. Exercise good judgment to strategize and make sound decisions regarding complex program and staff situations. Communicate effectively in English, both verbally and in writing, to the public and staff. Proficiently answer questions on a wide range of program-related topics. Collect and analyze program data to review, evaluate, and make suggestions to improve program operations and outcomes. Effectively train, supervise, and accurately evaluate program staff. Work both independently and with other team members. Effectively manage time, organize tasks, coordinate projects, and prioritize tasks based on importance and urgency. Support participant success, improve access to learning opportunities, and boost retention. Work with a diverse population and show calm, sound decision-making under scrutiny, short-term deadlines, and stressful situations involving irate or potentially volatile participants.

MINIMUM QUALIFICATIONS

:

Bachelor's degree in Education, Business, Human Services, or related discipline, or a minimum of 5 years of direct experience working in or leading a WIOA Youth program. 3 + years of experience working with an at-risk youth population. 3 + years of experience of supervisory experience

PREFERRED QUALIFICATIONS

:

3+ years of experience in management * 3+ Years of Project Management experience
