ABOUT THE POSITION
JOB SUMMARY: The Clark County Water Reclamation District is seeking qualified candidates to apply for the WRD Utility Rate Analyst position. This position will consistently monitor, run, assess and recommend updates to the Connection Fee and Annual Sewer Service Charge Models; develop economic rate indicators and metrics; analyze variances between actual and projected model outputs/assumptions and determine the resulting causes; recommend new projections; evaluate the effects of water conservation on the wastewater strength component relating to the Collection System and Treatment requirements; participate in the Rate Setting process in association with validating the organizational Financial Plan, Capital Improvement Program and Annual Operating and Capital Budget. This position will perform complex and sensitive analyses of demographic data, growth projections, and cash flow projections in order to establish the Clark County Water Reclamation District\'s rates and charges for wastewater system customers, ensuring legal processes are adhered to, and rate structures are established in a fair and systematic way. CLASS CHARACTERISTICS: This experienced, professional level class exists to develop and analyze various rate models and compile resulting data for use in establishing the District\'s rate structure. Responsibilities include preparing and conducting complex analyses and studies and audits of wastewater and rate structures to determine the financial impact to the District\'s operations and capital projects. This is a confidential non-union position and is excluded from membership in the union. This is an open and continuous recruitment; scheduling dates will vary depending on when the application was received and reviewed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience: Bachelor\'s Degree in Accounting, Economics, Public or Business Administration or a related field such as Engineering, AND four (4) years of full-time professional experience in accounting, budgeting or financial analysis, including one year of utility auditing, rate preparation, or rate analysis for a utility or a utility regulatory agency. Professional level experience that has provided skills and knowledge necessary to perform all job functions at this level may be substituted for the education on a year-for-year basis to a maximum of two (2) years. Experience in a public agency setting and project or programmatic lead or supervisory experience is desirable. Resume Requirement:

EXAMPLES OF DUTIES
Conducts rate studies and creates and analyzes rate models including updating cash flow information and suggesting alternative scenarios based on changes in demographics; suggests adjustments to capital plan including increases/decreases in cash or bonding, which may impact rates and result in resolutions and board actions; benchmarks against, and acquires information from, other agencies; analyzes effects of government regulations on rate structures; tracks and provides input on legislative bill drafts. Prepares statistical reports for senior management including: monthly revenue and expenses, Trustee Briefing Reports, agenda items, business impact statements, inter-local agreements pertaining to rates and charges, contracts with local municipalities and the Federal government establishing charges for wastewater treatment, memorandums of understanding, and cost of service studies. Uses population and tourism projections and demographic data to prepare trend analyses and cash flow projections including revenue and projected Equivalent Residential Unit (ERU) growth. Leads cost of service studies including working with consultants, conducts flow study analyses; performs departmental cost accounting for departments that charge users for pretreatment and permitting services; performs associated research and financial analysis and recommends changes in charges when necessary. Represents the District on a variety of interagency committees, teams and task forces. Writes and revises policies and procedures that support the District\'s finance and accounting functions; changes policies such as payment plans and functional changes in the billing process including: analyzing systems/processes and making recommendations for changes; supports reporting functions for accounting. Creates and tracks multi-agency budgets funding District rural services. Contributes to the efficiency and effectiveness of the unit\'s service to its customers by offering suggestions and directing or participating as an active member of a work team. Uses standard office equipment, including a computer, in the course of the work; specified positions may drive a District or personal motor vehicle to attend meetings and visit work sites.
PHYSICAL DEMANDS
