Job Description

While an employee of the Department of Labor, the Executive Director for the Delaware Workforce Development Board is appointed by the board and serves at the pleasure of the board and Governor of the State of Delaware. The Executive Director reviews and makes recommendations to the Chairman of the Board and ensures that the Board is providing policy guidance and oversight with respect to Workforce Innovations and Opportunity Act activities.

Experience making recommendations to a board of directors.

Experience creating strategic plans and developing new initiatives for occupational training and employment service opportunities.

Essential Functions

Manages day-to-day Workforce Development Board operations. Prepares recommendations for consideration by the Workforce Development Board and State agencies. Ensures compliance with State and Federal requirements, including but not limited to the Workforce Innovation and Opportunity Act and the Code of Federal Regulations. Interprets the objectives, priorities, policies, and procedures of the Workforce Development Board and State agencies. Directs and supervises the Delaware Workforce Development Board staff. Acts as liaison with the Governor's Office, the General Assembly, top-level public administrators, state agencies, federal government entities, and the public.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas. Possession of a Bachelor's degree or higher.

Experience in analyzing labor market information and employment data.

Experience in interpreting federal laws, rules, regulations, standards, policies, and procedures.

Experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
